Dans le département de l’Artibonite, considéré comme le principal grenier agricole d’Haïti, la situation sécuritaire s’est transformée en une crise majeure. Depuis 2024, plusieurs localités, notamment Pont-Sondé, Petite-Rivière de l’Artibonite, Jean-Denis et Marchand-Dessalines, sont la cible d’attaques répétées menées par des groupes armés. Des membres du gang « Kokorat San Ras » ont incendié puis détruit le mardi 5 mai 2026, le commissariat de Marchand-Dessalines, accentuant davantage le climat de peur dans la région.
Le gang « Gran Grif », considéré comme l’un des plus puissants de l’Artibonite, est pointé du doigt dans plusieurs actes de violence, dont des massacres, des incendies de maisons et des attaques contre des infrastructures publiques. La détérioration de la situation sécuritaire s’est particulièrement accélérée, dans la nuit du 2 au 3 octobre 2024, lors du massacre de Pont-Sondé.
Selon le Haut-Commissariat des Nations unies aux droits de l’homme, cette attaque a fait au moins 70 morts, dont 10 femmes et trois nourrissons, en plus de provoquer le déplacement de milliers de personnes.
En juillet 2025, Marchand-Dessalines a subi une attaque de grande ampleur. Le commissariat de la commune avait alors été pris pour cible, contraignant les policiers à abandonner les lieux. Cette offensive a marqué un recul significatif de la présence de l’État dans la zone et favorisé l’expansion du contrôle territorial des groupes armés.
Entre le 29 mars et le 1er avril 2026, plusieurs attaques coordonnées ont également frappé différentes communes de l’Artibonite.
Des rapports des Nations Unies et d’organisations de défense des droits humains mentionnent notamment Petite-Rivière de l’Artibonite, Jean-Denis, Pont-Sondé et Marchand-Dessalines parmi les zones touchées. Le bilan fait état de dizaines de blessés et de milliers de déplacés, dans un contexte de crise humanitaire grandissante.
De son côté, l’Organisation Internationale pour les Migrations (OIM) a recensé 5 291 personnes déplacées, réparties en 1 359 ménages, principalement dans les localités de Jean-Denis et Pont-Benoît. Pendant ce temps, les groupes armés continuent de renforcer leur emprise sur plusieurs territoires.
Selon plusieurs témoignages et rapports, les gangs « Kokorat San Ras » et « Gran Grif » auraient consolidé leur alliance depuis le début du mois d’avril. Leur stratégie repose notamment sur des attaques nocturnes, l’incendie de maisons et des distributions d’argent destinées à gagner l’appui d’une partie de la population locale.
Dans plusieurs communes de l’Artibonite, l’absence de l’État favorise l’installation de structures parallèles, allant des brigades d’autodéfense à l’autorité imposée par les groupes armés. Cette situation fragilise davantage ce département stratégique pour la production alimentaire nationale, notamment celle du riz.
De Pont-Sondé à Marchand-Dessalines, en passant par Jean-Denis, l’Artibonite apparaît comme le théâtre d’une offensive armée qui défie ouvertement l’autorité de l’État.
