Suite à la fin de non-recevoir opposée par l’Exécutif, le Conseil Électoral Provisoire (CEP) a annoncé, dans une note de presse publiée le vendredi 24 avril 2026, la réévaluation du budget électoral, initialement estimé à 250 millions de dollars américains. Un calendrier électoral remanié est aussi à venir.
Cette décision fait suite aux réserves exprimées par le Premier Ministre, Alix Didier FILS-AIMÉ, qui a jugé le montant initial disproportionné par rapport aux besoins urgents de la population haïtienne. En réponse, l’organisme électoral a mis sur pied une commission technique chargée de réviser les coûts des opérations. Cette structure intègre, aux côtés des cadres du CEP, des experts du PNUD, de l’UNOPS et du Bureau Intégré des Nations Unies en Haïti (BINUH).
En parallèle, le CEP a également transmis à l’Exécutif, ce même vendredi, un nouveau projet de décret électoral. Ce texte, précise-t-il dans son communiqué, constitue une mise à jour du décret du 1er décembre 2025, modifiée pour s’aligner sur les principes du « Pacte national pour la stabilité et l’organisation des élections ». L’objectif affiché est d’assurer une cohérence entre le cadre légal et l’accord politique en vigueur.
Il est à souligner que ce travail de refonte intervient dans un climat de recherche de consensus entre les différents acteurs de la transition. Le nouveau texte transmis à la Primature vise à stabiliser le cadre réglementaire des futures joutes électorales, en tenant compte des recommandations techniques formulées, lors des dernières séances de travail entre l’institution et les représentants de la société civile.
Outre la révision budgétaire et législative, l’institution travaille sur la finalisation d’un calendrier électoral remanié, dont la publication est annoncée comme imminente.
Le Conseil a conclu son communiqué en réitérant sa volonté de garantir un scrutin inclusif et transparent, tout en maintenant sa collaboration avec les autorités gouvernementales et les partenaires techniques internationaux pour la suite du processus.
