Le Secrétaire Général de l’Organisation des États Américains, Luis Almagro, lance un appel au dialogue entre les Républiques d’Haïti et Dominicaine, dans un communiqué de presse en date du 26 septembre 2023.
Suite au conflit né de la construction du canal sur la rivière du Massacre, du côté haïtien, le secrétaire général de l’Organisation des États Américains dit engager des consultations avec les autorités des deux républiques. Il exhorte les autorités haïtiennes et Dominicaines à se rencontrer en vue d’initier un franc dialogue dans le plus bref délai afin de parvenir à une entente et résoudre ce problème.
Pour résoudre le problème, l’OEA propose son soutien, soit directement, soit d’une organisation sous-régionale ou d’un état associé. En ce sens, le Secrétariat Général de l’OEA se dit être à la disposition des deux pays en vue de trouver une solution à la crise.
À rappeler que le Premier ministre Ariel Henry avait pris position, sur les tribunes des nations-unies, autour de ce dossier. Le chef du gouvernement avait clairement déclaré qu’Haïti ne rebroussera pas chemin sur la construction du Canal sur la Rivière Massacre et le Président Luis Abinader de son côté, avait maintenu sa décision sur la fermeture de la Frontière Haitiano-Dominicaine jusqu’à nouvel ordre.
