La prévention des guerres exige toujours une démarche qui tient compte des perspectives visant la résolution des conflits. A cet effet, seule la diplomatie répond à la logique de gérer les relations internationales avec des moyens pacifiques. Originellement, le Congrès de Vienne de 1814-1815 fut la première tentative fixant le régime international des légations. Au fil des années, un ensemble des conventions-traités-résolutions-accords bilatéraux/multilatéraux, signées au sein des différents Organismes Internationaux tel que l’ONU, allaient définir minutieusement la règle du jeu diplomatique. Cela sous-entend que la diplomatie s’est érigée en un outil irréversible devant faciliter la communication entre les États.
L’histoire de la diplomatie haïtienne est marquée par une constante interaction avec le système International. Hormis la participation d’Haïti dans le processus de décolonisation de l’Amérique du Sud, plus particulièrement aux successifs votes au sujet de la question coloniale, elle est quasiment membre fondatrice de toutes les institutions internationales créées à partir de la moitié du XXème siècle. En réalité, Haïti a l’habitude de faire bouger les lignes au sein desdites institutions. L’un des fameux exemples est le précieux soutien d’Haïti pour que la langue française soit une des langues de travail de l’ONU. Donc, Haïti pèse lourd sur l’échiquier diplomatique.
Le conflit frontalier est d’ordre mondial. Selon les données sur la carte des territoires disputés disponible, 126 des 197 États reconnus par l’ONU ont au moins un différend frontalier, soit 65 % des États à l’échelle internationale. Haïti fait partie de la liste des pays limitrophes existants. Elle et la République Dominicaine partagent l’île qui est coupée par une frontière méridienne de plus de 300 km. Ainsi, Haïti se situe à l’ouest de l’île et occupe une superficie de 27 750 km2, alors que la République Dominicaine occupe une superficie de 48 730 km2 à l’est de l’île soit 64 % du territoire. Cette coupure géographique résulte du traité de Ryswick en 1697.
Il est à rappeler que les conflits frontaliers haïtiano-dominicains se conjuguent bien avant l’indépendance de 1804. Mais, le plus récent remonte en août 2018 où l’État haïtien a entrepris la construction d’un système d’irrigation, alimenté par les eaux de la rivière Massacre (Rivière Dajabón ; un cours d’eau international), dans le double objectif de contrôler ses crues et d’irriguer plus de 3 000 ha de terre dans la plaine de Maribaroux. Les travaux allaient être interrompus pour, ensuite, redémarrer en Août 2023 par les paysans de la place. L’initiative de relancer la construction du canal pour le captage d’un cours d’eau sur la Rivière Massacre a suscité une véritable tension diplomatique entre les deux Républiques voisines. Le chef de l’État dominicain, M. Luis Abinader, a décidé de répondre par la force en fermant ses frontières avec Haïti, suspendant les relations entre les deux pays, intensifiant la présence de son armée sur la frontière bilatérale et procédant à la déportation massive des Haïtiens en situation irrégulière. Toutes ces mesures ont été jugées hâtives et inélégantes par certains membres des organisations internationales.
Le gouvernement haïtien, de son coté, a su garder sa sérénité tout en utilisant, à bon escient, ses cartes diplomatiques. Sachant qu’Haïti dispose d’une quantité considérable du nombre de compatriotes en terre voisine, il ne pouvait pas se permettre de réagir sous la base populiste au risque de compromettre la vie de ces derniers. Sur ces entrefaites, le Premier Ministre haïtien, Dr Ariel Henry, avait intelligemment profité de la tribune de l’Assemblée des Nations-Unis (Septembre 2023), d’une part, pour attirer l’attention de la Communauté Internationale sur la question de la Rivière Massacre, d’autre part, pour adresser un vibrant message de mise en garde à l’État dominicain. Ses déclarations suivantes : “Nous sommes un peuple généreux et solidaire, prêt à dialoguer et à partager équitablement des ressources communes dans le respect mutuel’’, ont, ipso facto, drainé l’opinion internationale en faveur de la cause haïtienne. Un mois plus tard, l’Ambassadeur Permanent d’Haïti auprès de l’Organisation des États Américains (OEA), M. Léon Charles participant à une Session Extraordinaire au Conseil, a condamné fermement les manœuvres d’intimidation et de la désinformation du gouvernement dominicain à l’encontre de la population haïtienne, en rapport à la crise liée à la poursuite de la première prise du cours d’eau sur la rivière Massacre. Une réaction qui a été largement appréciée à sa juste valeur. Parallèlement, le Chancelier haïtien, Ministre Jean Victor Généus, avait déjà activé le Secrétariat Technique haïtiano-dominicain de la Commission Mixte Bilatérale à ce sujet, et du coup, il avait mis sur pied la Commission ad hoc Pluridisciplinaire de Gestion des Eaux Partagées pour travailler avec la chancellerie dominicaine ainsi que la délégation technique de la CARICOM afin de faire respecter le droit des haïtiens, d’abord, au regard « Du Traité de Paix, d’Amitié et d’Arbitrage entre la République dominicaine et Haïti du 20 février 1929. Et ensuite, selon la définition de la Convention des Nations unies sur le droit relatif aux utilisations des cours d’eau internationaux de 1997. C’est une dynamique à renforcer et à encourager.
Si le Chef de l’État dominicain avait, malheureusement, utilisé la force pour tenter de stopper la construction du Canal, Le Titulaire de la Primature avait, de préférence, opté pour la voie du dialogue.
Il convient de dire que le conflit est, évidemment, un phénomène social normal comme aurait pu le dire Émile Durkheim. L’arme de la dialectique a toujours constitué la source fiable des résolutions de conflit. C’est dans cette perspective qu’on a défini classiquement la diplomatie comme étant un art de représentation et de négociation politiques au service de la paix. Pour le feu Ambassadeur Guy Alexandre, auteur « Pour Haïti, pour la République dominicaine », “les deux peuples ont pour devoir de s’efforcer à construire des relations positives pour mieux vivre sur l’île’’. Dans cette même veine, Joseph Pierre Lamothe relate : “Chaque Haïtien, chaque Dominicain doit savoir que les peuples haïtiens et dominicains ont un destin qui les oblige à vivre l’un près de l’autre’’. Alors, puissent les deux États poursuivre le dialogue pouvant garantir une cohabitation paisible et complémentaire sur l’île.
