La République Dominicaine est paniquée suite à la décision des citoyens du Nord-Est, de finaliser les travaux du canal sur la rivière Massacre. Ce qui mettra en valeur 3 000 hectares de terre dans le département. En guise de réaction, des mesures ont été prises lors d’une réunion du Conseil de sécurité nationale, convoquée par le président Dominicain, Luis Abinader. L’administration de Luis Abinader suspend définitivement l’octroi de visas pour les Haïtiens désireux d’entrer au pays, ferme partiellement la frontière au niveau de Dajabón. Le gouvernement dominicain prétend prendre ces mesures pour protéger la souveraineté et garantir la sécurité nationale pour la défense du territoire.
Ainsi, en cas de persistance du conflit jusqu’à jeudi, l’Etat Dominicain, envisage la fermeture complète de la frontière pour le commerce terrestre, maritime et aérien.
La République Dominicaine voit dans ce projet une violation du traité de paix signé entre les deux pays en 1929. « Ce projet viole clairement l’article 10 du Traité de Paix, d’Amitié et d’Arbitrage entre la République Dominicaine et la République d’Haïti. Il ne fait aucun doute que ce projet unilatéral est promu par des acteurs Haïtiens dans le but de nuire à leur propre gouvernement et de créer un conflit avec notre pays », juge le Conseil de sécurité, assurant que le gouvernement Dominicain sera ferme dans la défense de la souveraineté nationale et la garantie de la sécurité nationale.
Dans ce même article, il est mentionné qu’on ne peut pas priver l’un ou l’autre des deux Etats, le droit d’user d’une manière juste et équitable dans les limites de leurs territoires respectifs des dites rivières. Toutefois, il faut une entente sur la gestion de l’utilisation de l’eau.
D’ici-là, le gouvernement Haïtien ne pipe pas mot, alors que le gouvernement Dominicain défend l’intérêt de son Territoire.
Ce geste magnanime des paysans qui vise à mettre sur les rails une portion des produits agricoles et réduire le taux d’importation dans les pays voisin, prouve une fois encore l’incapacité du gouvernement de facto à rétablirt la paix dans le pays et résoudre les conflits diplomatiques, les problèmes sécuritaires et socio-économiques.
