Le Premier Ministre Alix Didier FILS-AIMÉ a procédé, ce mercredi 4 mars 2026, à l’installation de Sandra PAULEMON comme nouvelle titulaire du Ministère de la Planification et de la Coopération externe (MPCE). La cérémonie s’est déroulée au local dudit ministère à Bourdon en présence de membres du Cabinet ministériel et de cadres de l’administration publique.
Sandra PAULEMON succède à Ketleen FLORESTAL, dont le passage au ministère a été salué par le Chef de l’Exécutif, Alix Didier FILS-AIMÉ. Dans son allocution, le Chef du Gouvernement a mis, en avant, le travail accompli par la Ministre sortante, soulignant son engagement à maintenir la planification nationale en adéquation avec les priorités du pays et à orienter la coopération internationale vers des secteurs jugés stratégiques.
Le Premier Ministre a rappelé que le Ministère de la Planification et de la Coopération Externe occupe une place centrale dans l’appareil d’État. Chargé de coordonner la planification du développement, d’élaborer les cadres stratégiques et de superviser les programmes d’investissement public, le MPCE joue également un rôle clé dans la gestion et l’alignement de l’aide externe.
Visiblement émue, la Ministre sortante du PLAN, Ketleen FLORESTAL, a remercié le Premier Ministre, Alix Didier FILS-AIMÉ, pour la confiance accordée durant ses 20 mois de mandat. Elle a salué l’engagement des cadres et employés du ministère, tout en se disant satisfaite du travail accompli malgré les difficultés. Elle a, en outre, appelé à la poursuite de la collaboration, afin d’assurer la continuité des projets engagés et le renforcement des actions du MPCE.
Dans son discours d’intronisation à la tête du PLAN, la Ministre Sandra PAULEMON a centré son intervention sur les défis institutionnels du pays, notamment en lien avec le processus électoral à venir.
Dans un contexte marqué par l’instabilité et les attentes d’un retour à l’ordre constitutionnel, la Ministre a rappelé que la planification publique ne peut être dissociée du calendrier électoral. Selon elle, l’organisation d’élections crédibles et inclusives suppose une coordination rigoureuse entre les institutions, une mobilisation transparente des ressources et une programmation budgétaire adaptée.
« Le rôle du MPCE est d’assurer la cohérence entre les priorités nationales et l’utilisation des ressources disponibles », a-t-elle déclaré, soulignant que la préparation des échéances électorales doit s’inscrire dans une vision plus large de renforcement institutionnel.
Madame PAULEMON a également insisté sur la nécessité d’un encadrement structuré de la coopération internationale. Elle a indiqué que les appuis techniques et financiers liés au processus électoral devront être alignés sur les orientations de l’État et intégrés dans les instruments de planification existants.
La Ministre a, par ailleurs, évoqué l’importance de la transparence et du suivi des projets financés par les partenaires étrangers, rappelant que la crédibilité des institutions repose en partie sur la bonne gestion des fonds publics et de l’aide externe.
En conclusion, elle a affirmé sa volonté de travailler en concertation avec les autres ministères concernés, les acteurs politiques et les partenaires internationaux, afin de garantir une meilleure articulation entre planification du développement et exigences démocratiques.
