Aménagement du territoire : Le MPCE et l’UNITECH lancent un programme Master innovant pour former les futurs cadres d’Haïti
Le Ministère de la Planification et de la Coopération Externe (MPCE) a lancé, ce mardi 31 mars 2026, le Programme de Master professionnel en aménagement du territoire de l’Université de Technologies d’Haïti (UNITECH), lors d’une cérémonie organisée à l’Hôtel Montana. Ce programme est porté en partenariat avec le Ministère de l’Intérieur et des Collectivités Territoriales (MICT) et la FENAMH.
D’une part, l’activité a réuni des responsables gouvernementaux, des universitaires et des étudiants autour d’un objectif commun : renforcer les capacités nationales en matière de planification territoriale. D’autre part, les interventions officielles ont été suivies d’une présentation détaillée du programme.
Dans son allocution, le recteur de l’UNITECH, Dr Josselin VAL, a mis en avant l’urgence de structurer l’aménagement du territoire en Haïti. En effet, il a souligné que l’absence de planification constitue un frein majeur au développement. « Sans aménagement du territoire, il ne peut y avoir de développement », a-t-il insisté. Par conséquent, il a appelé à la formation de cadres qualifiés capables de répondre aux défis actuels.
Par ailleurs, il a rappelé que cette responsabilité relève en priorité de l’État, qui doit investir dans les ressources humaines et adapter les politiques publiques aux réalités du pays.
De son côté, la Ministre à la Condition Féminine et aux Droits des Femmes, Pedrica SAINT-JEAN, a salué une initiative qui répond à un besoin urgent. En outre, elle a présenté ce programme de deux ans comme une avancée importante, tout en plaidant pour une approche inclusive.
Selon elle, l’aménagement du territoire doit intégrer une vision de justice sociale et garantir la participation active des femmes, considérées comme des actrices clés dans les communautés. Ainsi, elle a insisté sur la nécessité de former et d’outiller davantage de femmes, afin de renforcer leur implication dans les processus de développement.
Pour sa part, le représentant des étudiants, Jn Gardy MILFORT, a salué une initiative qui constitue une étape importante dans le parcours académique. De plus, il a estimé que les connaissances acquises dans ce programme auront un impact direct sur le développement du pays et serviront l’intérêt général.
Intervenant également lors de la cérémonie, la Ministre de la Planification, Sandra PAULEMON, a rappelé qu’aucun pays ne peut se redresser sans une vision territoriale claire. À ce titre, elle a qualifié ce programme de « grand pas » vers la modernisation de l’administration publique.
En effet, selon elle, ce Master s’inscrit dans une dynamique plus large visant à former des cadres de haut niveau, notamment dans les domaines de la gouvernance et de la coopération externe. De surcroît, elle a plaidé pour un investissement accru dans le capital humain ainsi que pour le renforcement des institutions.
Présenté par le vice-recteur à la recherche et aux partenariats, Me. Lubin Geraldy SANTANA, le programme de Master en aménagement du territoire propose trois spécialisations : aménagement du territoire et développement régional, urbanisme et environnement. Par ailleurs, ce programme de Master, qui s’étend sur une durée de deux ans (60 crédits), sera dispensé en mode hybride, avec une forte participation d’enseignants internationaux. Chaque cohorte comptera environ 25 étudiants.
En définitive, à travers cette initiative, l’UNITECH et ses partenaires entendent contribuer à la formation d’une nouvelle génération de professionnels capables de planifier, structurer et développer les territoires haïtiens. Dans ce contexte, l’organisation de l’espace apparaît comme un enjeu majeur pour le développement durable du pays.
« Investir dans le territoire, c’est investir dans l’avenir », ont rappelé les intervenants, soulignant l’importance stratégique de ce programme pour Haïti.
