Le MPCE impose de nouvelles règles de gestion des projets publics
À travers une circulaire publiée le vendredi 9 avril 2026, la Ministre de la Planification et de la Coopération externe, Sandra PAULEMON, a fixé de nouvelles exigences à l’administration publique. Cette décision vise à renforcer le suivi, l’évaluation et la coordination des projets d’investissement.
Le document est adressé aux ordonnateurs et responsables de programmes publics. Il rappelle le cadre légal du Programme d’investissement public (PIP). Celui-ci est régi par les décrets du 6 janvier 2016, et s’inscrit dans le Système national d’investissement public.
Ensuite, le ministère rappelle son rôle central dans la gestion du PIP. Il travaille en coordination avec le Ministère de l’Économie et des Finances (MEF). Cette collaboration concerne notamment l’intégration des projets au budget national. La date limite de soumission est fixée au 30 novembre.
Par ailleurs, la circulaire impose une validation obligatoire des demandes d’aide au développement. Toute requête doit passer par le MPCE. Ceci, afin d’assurer une meilleure cohérence avec les priorités nationales. Les responsables doivent aussi produire des rapports trimestriels d’avancement.
De plus, un rapport final est exigé dans les 30 jours suivant la fin des projets. Les institutions concernées devront également transmettre un rapport couvrant la période 2024-2025. Ce document est attendu au plus tard le 30 avril 2026.
Enfin, le ministère souligne que ces mesures visent à renforcer la transparence. Elles doivent aussi améliorer le contrôle des dépenses publiques, afin de faciliter le suivi et l’apurement des comptes publics.
