Installé au Ministère de l’Environnement, Valéry FILS-AIMÉ s’engage à renforcer la gouvernance et l’action climatique
Valéry FILS-AIMÉ a été installé, le mercredi 4 mars 2026, comme nouveau Ministre de l’Environnement, lors d’une cérémonie organisée au siège de l’institution, à Port-au-Prince. La passation de pouvoir a été présidée par le Ministre de la Santé Publique et de la Population, Sinal BERTRAND.
Dans son discours, le nouveau titulaire du portefeuille a exprimé sa reconnaissance au Chef du Gouvernement pour la confiance placée en lui. Il a également salué le travail de son prédécesseur, l’ingénieur Moïse Fils JEAN-PIERRE, tout en rendant hommage aux cadres et employés du ministère pour leur engagement au service de l’institution.
Le nouveau Ministre a rappelé que les questions environnementales sont directement liées aux conditions de vie de la population. Selon lui, la protection de l’environnement influence la sécurité alimentaire, la gestion des risques naturels et la protection des territoires. À l’approche de la saison cyclonique, il a insisté sur l’importance de renforcer les mécanismes de prévention et d’améliorer la coordination des interventions.
Dans cette perspective, Valéry FILS-AIMÉ a annoncé plusieurs priorités pour son administration. Il entend renforcer les capacités institutionnelles du ministère, clarifier les responsabilités au sein du secteur environnemental et améliorer le cadre légal lié aux engagements climatiques d’Haïti. Il a également évoqué la mise en œuvre d’actions concrètes destinées à soutenir les communautés les plus exposées aux risques naturels.
Le nouveau Ministre a appelé le personnel de l’institution à se mobiliser autour d’objectifs clairs. Il estime que les résultats devront être visibles et mesurables malgré les contraintes de moyens. Pour lui, l’action publique doit répondre aux urgences tout en s’inscrivant dans une vision à long terme.
Un parcours au service de la gouvernance environnementale
Originaire des Gonaïves, Valéry FILS-AIMÉ est titulaire d’une maîtrise en gestion de projet obtenue à la University of Salford, au Royaume-Uni. Au fil de sa carrière, il s’est spécialisé dans les politiques publiques liées à l’environnement et aux changements climatiques.
Il a occupé plusieurs fonctions au sein de l’administration publique, notamment comme Conseiller auprès de responsables gouvernementaux dans le secteur environnemental. Il a également participé à la représentation d’Haïti dans plusieurs rencontres internationales consacrées au climat, notamment lors de conférences organisées dans le cadre de l’Accord de Paris sur le climat.
En 2024, il a coordonné le Bureau de l’Autorité Nationale Désignée pour le mécanisme de crédit carbone et de développement propre, un dispositif visant à intégrer Haïti dans les mécanismes internationaux du marché du carbone. Il a également travaillé à la mise en œuvre du projet CBIT-Haïti, axé sur le renforcement de la transparence climatique.
Avant cela, il a été Régisseur du programme Alliance mondiale contre les changements climatiques Plus, financé par l’Union Européenne, où il a contribué à la gestion de projets environnementaux et au renforcement de la coopération entre institutions publiques.
Parallèlement à ses fonctions publiques, Valéry FILS-AIMÉ s’est impliqué dans la sensibilisation aux enjeux climatiques. En 2018, il a cofondé la plateforme médiatique Haiti Climat, dédiée à l’information et à la vulgarisation des questions environnementales.
Son installation intervient dans un contexte marqué par de fortes vulnérabilités environnementales en Haïti, un pays régulièrement confronté aux catastrophes naturelles et aux effets du changement climatique. Les attentes sont importantes, notamment en matière de prévention des risques, de protection des écosystèmes et de renforcement de la résilience des communautés.
