Nommée le 14 octobre 2019, comme Représentante spéciale du Secrétaire Général des Nations Unies et Cheffe du Bureau intégré des Nations Unies en Haïti (BINUH), la mission de Mme Helen Meagher La Lime a pris fin officiellement ce 26 mars 2023. Durant les quatres années de son mandat en Haïti, beaucoup de questions ont été posées sur la vraie mission de Madame Helen La Lime dans le pays, était-elle complice ou impuissante face aux différents actes de violence (armée) en Haïti?
Le 1er mars dernier, l’Organisation des Nations Unies (ONU) avait nommé la diplomate María Isabel Salvador pour remplacer la diplomate américaine, Helen La Lime, à la tête du Bureau Intégré des Nations Unies (BINUH) qui est, actuellement, au terme de son mandat. À la tête du Bureau Intégré des Nations Unies, Helen Meagher La Lime avait pour mission de renforcer la Police Nationale d’Haïti ainsi que la justice haïtienne.
Malheureusement, pendant son parcours, celle qui avait la grande mission de diriger la Mission des Nations Unies pour l’appui de la justice en Haïti (MINUJUSTH) en 2018, s’est dressée un satisfecit en 2020 après la création de la coalition « G9 an Fanmi ak Alye », dirigée par Jimmy Cherisier alias Barbecue, tête de pont de la coalition, ancien policier qui est devenu un puissant chef de gang opérant à Delmas 6. Depuis lors, les gangs se sont renforcés et prennent le contrôle de la quasi-totalité de la zone métropolitaine, et imposent ainsi leurs lois dans les quartiers populeux.
Hélène Lalime s’en va et laisse ses traces
Si Hélène La Lime dit avoir laissé Haïti sur la voie démocratique, la population, quant à elle, pense le contraire. De l’avis de plus d’un, Helen La Lime avait trouvé un pays fragmenté par une crise socio-économique sans précédent, son passage n’a fait qu’envenimer la crise, ce qui a plongé le pays au plus profond de l’abîme.
Catastrophique, moribond, désastreux, honteux, les citoyens ne manquent pas de mots pour qualifier le bilan de la diplomate en Haïti. Avec un bilan jugé catastrophique, les haïtiens mettent en question la vraie mission de la diplomate.
« La mission de l’ancienne cheffe du BINUH était de renforcer la police et la justice haitienne. Elle est partie tout en laissant derière elle un pays à genoux avec un système judiciaire totalement dysfonctionnel, un pays sans parlement, sans président, bref sans aucun élu avec un taux de crmininalité très élevé », a déclaré un citoyen questionné sur le passage de la diplomate.
« Après l’arrivée de Michel Joseph Martely, Jovenel Moïse ou Ariel Henry au pouvoir, le passage de Mme La Lime est le pire cauchemar du peuple haïtien. Elle a fédéré les gangs armés, appuyé les pouvoirs malgré leurs dérives et elle a menti à la Communauté Internationale sur les situations en Haïti, car elle n’a pas présenté la crise dans sa dimension réelle », a martelé un étudiant en Diplomatie à l’INAGHEI.
Ariel Henry, ne serait-il pas ingrat envers elle?
« Grâce au travail de Mme La Lime et au soutien qu’elle a apporté à des facilitateurs nationaux, nous avons pu aboutir à la signature du Consensus du 21 décembre 2022. C’est également grâce, entre autres, à son opiniâtreté, que nous avons aujourd’hui un Haut Conseil de la Transition qui travaille la main dans la main avec le gouvernement pour arriver à remettre la démocratie sur les rails », a tweeté le Premier Ministre de facto Ariel Henry, le 24 mars dernier.
Pour faire ses adieux à la désormais ancienne représentante spéciale du Secrétaire Général des Nations-unies, le gouvernement de facto d’Ariel Henry avait organisé un coctail en l’honneur de Helen La Lime, en sa résidence officielle à Musseau, en présence des ministres de son Gouvernement, des membres du Corps diplomatique et du Haut état-major de la Police Nationale d’Haïti. Des proches du gouvernement ont salué le départ de la cheffe du BINUH, comme si son passage a été fructueux pour le pays.
Durant ce cocktail de départ, le locataire de la Primature n’a pas manqué de chanter les louanges de Mme La Lime. Ironie ou pas, en tout cas, lui seul sait comment il devrait être reconnaissant envers cette bonne amie.
Dr Ariel Henry a même offert une plaque d’honneur à Mme La Lime pour lui témoigner sa gratitude.
Helen Meagher La Lime est très décriée en Haïti. Son passage est marqué par l’assassinat de l’ancien bâtonnier de l’ordre des avocats de Port-au-Prince, l’éminent professeur Monferrier Dorval, le 28 août 2020, et le meurtre du 58ème Chef d’État haïtien, Jovenel Moïse, le 7 juillet 2021 en sa résidence privée à Pèlerin 5, de nombreux massacres dans les quartiers populaires, œuvres des gangs armés (G9 et G-Pèp), l’insécurité et la violence. Elle a travaillé avec cinq chefs de gouvernement qui n’ont rien apporté à la crise.
Helen La Lime s’en va, mais la violence, à travers G-9 et G-PÈP, reste et les citoyens, quant à eux, continuent d’être les cibles des bandits armés qui établissent leur hégémonie sur les 27.750 kilomètres carrés. Si la politique a bénéficié de tant de choses de la diplomate, la population, quant à elle, a été la grande perdante.
