Prenant la parole au nom des partis signataires du « Pacte National pour la Stabilité et l’Organisation des Élections », le lundi 23 février 2026, à la Villa d’Accueil, le Président du Comité d’orientation stratégique du parti politique En Avant, Jerry TARDIEU a qualifié la démarche d’historique. L’ancien député de Pétion-Ville a exposé les grandes lignes du document et invité les autorités à garantir un climat sécuritaire et institutionnel propice à la tenue des prochains scrutins.
Dans son discours lors de la présentation officielle du Pacte, Jerry TARDIEU a dit mesurer la responsabilité de représenter les groupements et partis engagés dans cette initiative. Selon lui, les signataires ont accepté de dépasser leurs rivalités pour privilégier l’intérêt national. Évoquant l’esprit de 1804, il a soutenu que, malgré les compétitions électorales à venir, les acteurs politiques ont consenti à des concessions, afin d’établir un socle commun. L’objectif, a-t-il précisé, est d’encadrer la période intérimaire et de doter le pays d’une feuille de route jugée réaliste et politiquement légitime.
L’ancien parlementaire a interpellé le Premier Ministre Alix Didier FILS-AIMÉ et son Gouvernement, appelant à l’impartialité de l’Exécutif. Citant l’article premier du Pacte, il a insisté sur la nécessité de rétablir la sécurité pour permettre l’organisation des élections selon le calendrier du Conseil Électoral Provisoire (CEP). Il a également évoqué la situation des personnes déplacées internes, estimant que le retour à la normale doit passer par la réouverture des axes routiers et de l’aéroport, afin de faciliter la circulation des citoyens, y compris ceux de la diaspora.
Rappelant que les dernières élections générales remontent à 2016, Jerry TARDIEU a souligné l’urgence de remettre le pays sur la voie du renouvellement démocratique. Se référant à l’article 18, il a plaidé pour une administration électorale professionnelle et crédible. Cela suppose, selon lui, une évaluation des travaux déjà entrepris par le CEP et un strict respect de la loi électorale, tout en mentionnant la participation de la diaspora comme un enjeu majeur, présenté comme une avancée significative pour l’inclusion politique.
Les articles 20, 21 et 22 du Pacte prévoient, a-t-il poursuivi, la création d’un Comité de suivi chargé de veiller à l’application des engagements pris, au respect du calendrier et à la correction d’éventuelles dérives. Selon l’avis de l’ancien député de Pétion-Ville, les partis ont fait leur part en démontrant qu’un consensus minimal est possible. Il revient désormais au Gouvernement d’assumer ses responsabilités, afin d’éviter une nouvelle impasse.
Citant enfin l’article 9, Jerry TARDIEU a salué le rôle de la Police Nationale d’Haïti (PNH) et des Forces Armées d’Haïti (FAd’H), notamment dans le cadre des actions menées contre les groupes armés, en coordination avec la Force de Répression des Gangs (FRG). Il a conclu en remerciant les représentants de la communauté internationale présents à la cérémonie.
À rappeler que le « Pacte National pour la Stabilité et l’Organisation des Élections » a été paraphé, les 21 et 22 février 2026, à l’hôtel Kinam, par plusieurs centaines d’organisations et de structures politiques. Un engagement que ses promoteurs présentent comme une tentative de sortir le pays de l’impasse et de rétablir la légitimité des institutions par les urnes.
