Elionor DEVALLON plaide pour une assistance sociale renforcée en Haïti
Lors de l’ouverture de l’atelier consacré au renforcement de l’assistance sociale en Haïti, Elionor DEVALLON, Directeur de la Caisse d’Assistance Sociale (CAS), a pris la parole pour souligner l’importance de cette initiative. Cet événement, qui s’inscrit dans la semaine de la sécurité sociale, vise à améliorer les dispositifs de protection sociale en Haïti et à renforcer les actions en faveur des plus vulnérables.
Elionor DEVALLON a mis en avant la nécessité de servir les plus démunis avec intégrité et efficacité, en rappelant les valeurs fondamentales de transparence, d’équité et de dignité. Ces principes, discutés lors de la précédente session sur l’éthique et l’intégrité, doivent désormais être intégrés dans les pratiques quotidiennes de la CAS, afin de mieux répondre aux besoins des bénéficiaires.
Le directeur a également souligné les défis auxquels font face les populations en situation de handicap. Selon un rapport récent, seulement 3,8% de ces personnes reçoivent une allocation d’invalidité, tandis que la majorité d’entre elles sont exposées à des risques naturels et économiques. DEVALLON a donc appelé à augmenter le nombre de bénéficiaires de l’assistance sociale, avec pour objectif de passer de 20,000 à plus de 100,000 bénéficiaires d’ici l’année prochaine.
Dans son discours, Elionor DEVALLON a réaffirmé l’importance d’une collaboration étroite entre les acteurs nationaux et internationaux pour assurer la mise en œuvre des réformes. Il a rappelé que le cadre légal, notamment la loi du 26 mai, prévoit des contributions du secteur public et privé pour alimenter la Caisse d’Assistance Sociale, et a insisté sur la nécessité de respecter ces engagements.
Enfin, le Directeur de la CAS a exhorté les participants à l’atelier à partager leurs idées et leurs expertises afin d’aboutir à des solutions concrètes pour rendre le système d’assistance sociale plus inclusif et plus résilient. L’événement marque ainsi une étape importante dans le renforcement de la protection sociale en Haïti, une démarche cruciale pour offrir une assistance adaptée aux populations les plus fragiles.
Ce discours d’Elionor DEVALLON reflète un engagement clair en faveur du changement et de l’amélioration des conditions de vie des Haïtiens vulnérables. Avec une collaboration active et une gestion efficace, les réformes envisagées pourraient apporter des transformations significatives dans le domaine de l’assistance sociale en Haïti.
