À la croisée des chemins, alors que la nation ploie sous le poids de l’insécurité, de l’effondrement institutionnel et de la misère endémique, Haïti avait besoin d’un capitaine ferme, lucide et audacieux. Malheureusement, elle s’est retrouvée avec un Fritz Alphonse JEAN, l’ombre d’un dirigeant, incarnation du vide et de l’inaction au sommet de l’État.
Depuis son entrée en fonction à la tête du Conseil Présidentiel de Transition (CPT), le 7 mars 2025, l’ancien Gouverneur de la Banque de laRépublique d’Haïti (BRH) a brillé par son absence politique, son silence stratégique et son immobilisme assourdissant. Cinq mois de bavardage inutile, de gesticulations sans suite et de postures creuses, alors que le pays s’enfonce davantage dans le chaos.
Un bilan aussi maigre que consternant
Qu’a réellement accompli Fritz JEAN depuis sa prise de fonction ? La réponse est brutale : rien de significatif. Une poignée de Conseils des Ministres dont l’un n’a duré que 25 minutes, une inauguration cosmétique d’un centre d’appel à la douane, une interview sélective avec cinq journalistes amis, et un budget de guerre fantôme dont les effets sur le terrain sont invisibles.
Plus de 400 millions de gourdes ont été dilapidés dans les festivités du 18 mai, sans transparence ni impact palpable sur la nation. Pendant ce temps, les gangs prospèrent, les déplacés se comptent par dizaines de milliers, et l’État se réduit à une fiction.
Le plus tragique dans cette transition avortée, c’est l’incapacité du Conseiller-Président Fritz JEAN à endosser la fonction. Il reste figé dans son habit d’opposant, préférant dénoncer des ennemis imaginaires plutôt que d’assumer le pouvoir qui lui a été confié. Son passage du verbe à l’action ne s’est jamais produit. À croire que l’opposition est une zone de confort qu’il n’a jamais voulu quitter.
Même ses apparitions publiques trahissent un profond mépris de l’urgence nationale. Un voyage futile en Jamaïque, une rencontre privée à Pignon avec ses amis politiques, des discours creux, des agressions verbales envers la population capoise, à aucun moment, Fritz ne s’est élevé au niveau de la tâche historique qui lui incombait.
Une transition qui n’en est pas une
L’idée même d’un Conseil Présidentiel de Transition impliquait une gouvernance collégiale, dynamique et responsable. Or, sous la coordination de Fritz JEAN, le pays a reculé, faute de leadership, de vision, de plan d’action cohérent. Le changement tant attendu n’est jamais venu. La continuité de l’échec, elle, s’est installée avec une constance troublante.
En vérité, le Représentant controversé de l’Accord de Montana n’a pas été un coordonnateur, mais un frein à toute initiative, un verrou placé au cœur d’un mécanisme censé produire du mouvement. Sa présence au sommet de l’État aura servi une seule cause : prouver que l’inaction peut être érigée en stratégie politique.
Le 7 mars 2025, une nouvelle rotation au sein du Conseil Présidentiel a été annoncée. Leslie VOLTAIRE avait cédé la place à son compère Fritz Alphonse JEAN, à son tour remplacé, ce 7 août 2025, par Laurent SAINT-CYR. Mais, c’est une rotation qui jusqu’ici n’a rien produit de concret. Le problème dépasse les noms, il est structurel, moral et politique.
Ce que le peuple haïtien attend aujourd’hui, ce n’est pas un nouveau visage pour une même paralysie, mais une rupture claire avec la logique de l’inefficacité.
Fritz Alphonse JEAN restera dans les livres d’histoire non pas pour ce qu’il aura fait, mais pour ce qu’il n’a jamais eu le courage de faire. Une parenthèse honteuse dans la quête d’une gouvernance responsable. Il est temps d’en tirer les leçons : Haïti n’a plus le luxe de tolérer les présences inutiles au sommet de l’État. L’urgence nationale commande des actes pas des prétextes.
