Face à la dégradation continue de la situation sécuritaire en Haïti, le Président dominicain Luis ABINADER, appuyé par trois de ses prédécesseurs Hipólito MEJÍA, Leonel FERNÁNDEZ et Danilo MEDINA, appelle à un engagement plus fort des Nations Unies dans le pays voisin.
Selon le journal « Diario Libre », les quatre dirigeants ont signé une série de lettres officielles adressées aux grandes puissances mondiales, dont les États-Unis, la Chine, la Russie, la France et le Royaume-Uni. Leur demande de transformer la Mission Multinationale d’Appui à la Sécurité (MMAS) en une mission hybride placée sous commandement direct de l’ONU.
Les signataires soutiennent la proposition du Secrétaire Général de l’ONU, António GUTERRES, qui recommande de confier à l’Organisation les volets logistique, opérationnel et stratégique de la mission actuelle. Le porte-parole de la Présidence dominicaine, Homero FIGUEROA, estime que la mission, dans sa forme actuelle, souffre d’un manque de coordination, de moyens financiers et de portée, rendant sa capacité d’action limitée face à la gravité de la situation haïtienne.
Les dirigeants dominicains alertent sur l’extension de groupes armés tels que Viv Ansanm et Gran Grif qui, selon eux, transforment le territoire haïtien en zone à haut risque pour la criminalité transnationale, le trafic de drogue et l’instabilité régionale.
Les lettres, transmises par voie diplomatique via les représentations permanentes à l’ONU, ont également été envoyées à des pays partenaires comme la Corée du Sud, l’Algérie, le Pakistan ou encore le Danemark.
« L’avenir d’Haïti est aussi une question de sécurité hémisphérique », a affirmé Homero FIGUEROA, soulignant l’urgence d’une action collective. Il appelle le Conseil de Sécurité à se prononcer avant fin juin, date prévue pour la rotation du contingent kényan sur le terrain.
Malgré des tensions historiques entre les deux pays de l’île, cette prise de position conjointe marque un geste rare d’unité politique en République dominicaine sur la question haïtienne. Pour les signataires, il s’agit d’éviter un effondrement total de l’État haïtien et d’en limiter les conséquences pour toute la région caribéenne.
