Sous l’initiative du Bureau du Ministre délégué auprès du Premier Ministre à la solidarité et aux affaires humanitaires, Herwill GASPARD, en collaboration avec l’Organisation des Nations-Unies pour l’Éducation, la Science et la Culture (UNESCO) et le Fonds des Nations-Unies pour l’Enfance (UNICEF), s’est tenu un atelier de co-création du Programme de Prévention et de Réhabilitation des Enfants et des Jeunes baptisé (Prejeunes), le mardi 17 décembre 2023.
Cette initiative vise à établir un protocole coordonné, efficace et humain pour le transfert, la réception et la prise en charge des enfants associés aux gangs armés.
Au cours de cet atelier qui s’est déroulé sur plusieurs phases durant trois jours, du 16 au 18 décembre 2024, Herwil GASPARD a fait mention de la création de deux maisons des jeunes. Ces centres se focaliseront sur la sensibilisation, la prévention de la violence et des comportements à risque. Ce projet cible principalement des enfants et des jeunes vulnérables, victimes de violence, de précarité ou de déplacement forcé, tout en soulignant qu’ils seront localisés à Port-au-Prince et ses environs.
Une maison de réhabilitation sera spécifiquement dédiée aux enfants nécessitant un accompagnement renforcé et des services de réhabilitation, en assurant une participation active et une planification efficace de ces actions.
» En effet, chaque partenaire interviendra dans des sessions axées sur des thématiques spécifiques, telles que la santé mentale, la réhabilitation et la mobilisation communautaire « , a-t-il expliqué.
L’UNICEF jouera un rôle clé dans la coordination avec l’IBESR et la PNH, qui doivent apporter une expertise technique et un soutien financier pour renforcer l’application du protocole. Les partenaires opérationnels seront directement impliqués dans les activités sur le terrain.
L’Institut du bien-être social et de recherche (IBESR) contribuera à la mobilisation communautaire, notamment en impliquant les enfants dans les initiatives de l’atelier. L’UNICEF assurera la gestion fiduciaire et la bonne allocation des ressources financières, tandis que l’Organisation Mondiale de la Santé (OMS) fournira des recommandations pour les protocoles de santé mentale et physique.
Pour la suite du projet, un comité de suivi sera formé pour assurer la continuité des actions décidées lors de cet atelier d’échanges, avec pour mission de faire les suivis de l’implémentation des décisions, de s’assurer que les recommandations sont bien mises en place par les partenaires. Il s’assurera aussi de l’évaluation des progrès en suivant l’avancement des activités dans les maisons des jeunes et la maison de réhabilitation, et produira des rapports périodiques pour évaluer l’impact des interventions et ajuster les stratégies nécessaires.
