Pour la deuxième fois consécutive, la rentrée des classes est un échec total. Si l’an dernier la première phase du mouvement populaire baptisé « Bwa Kale » avait provoqué une rentrée des classes «Tipa-Tipa» cette année, l’insécurité y est pour beaucoup. Les bandits armés terrorisent la population et poussent plusieurs personnes à laisser leur maison pour s’installer dans des écoles publiques et dans d’autres espaces.
L’année académique 2022-2023, a été marquée par des difficultés socio-politiques et économiques. Ce qui avaient retardé la rentrée des classe qui était prévue au 5 septembre 2022 pour ensuite être reportée au 3 octobre 2022. A cause de la dégradation des conditions, les écoles ont pu finalement accueillir les élèves en janvier 2023.
L’année scolaire 2022-2023 a été également marquée par un climat de terreur en raison de la guerre des gangs, qui se lancent dans une quête de territoire. A cela s’ajoute le phénomène du kidnapping. Les cours ont été dispensés à la fois en ligne et en presentielle. Les ecoliers n’ont pas eu le nombre de jours réglementaires de classe, comme les autorités éducatives l’avaient prévu.
Plus de 300 personnes ont été kidnappées durant les 8 mois de l’année 2023. Plusieurs parents ont été enlevés par devant les établissements de leurs enfants. En guise de rappel, un père et sa fille avaient été kidnappés par devant l’Institution du Sacré Coeur le 28 fevrier 2023. Plusieurs autres cas d’enlèvements ont eu lieu aux alentours d’autres ecoles. Ce qui a plongé les parents, les élèves et les personnels éducatifs dans la peur.
Pour cette année, la situation est pire. La plupart des lycées de Port-au-Prince abritent des gens qui ont dû quitter leurs maisons à cause des violences armées.
Les élèves n’ont pas vraiment été remarqués dans les rues de la zone métropolitaine de Port-au-Prince pour ces deux premiers jours de classe.
Les responsables de plusieurs ecoles de Tabarre et de Croix-des-Bouquets font appel aux forces de l’ordre pour assurer la sécurité afin que la rentrée scolaire puisse être effective. A carrefour, la sitution n’est pas différente. Très peu d’écoles ont pu ouvrir leurs portes. Le tableau n’est pas different dans certaines villes de province où très peu d’écoliers ont été remarqués dans les rues.
La cérémonie officielle de la réouverture des classes a eu lieu à Jeremie où la majorité des écoles ont gardé leurs portes fermées et la population a accueilli le premier ministre à coups de pierres et de bouteilles.
Plusieurs écoles privées de renoms dont des institutions congréganistes ont décidé de ne pas commencer leur année académique le 11 septembre comme l’exige le MENFP.
L’insécurité bat son plein, les gangs gagnent plus de territoire et terrorisent la population. Certaines personnes n’ont même pas d’endroit où crècher, des personnes meurent chaque jour. Cette année scolaire commence timidement. Les parents exigent le report de l’ouverture de l’année académique cependant , cet appel semble ne pas atteindre les oreilles des autorités étatiques qui refusent de faire un volt de face.
