Repenser la gouvernance en Haïti : défis et perspectives, Vackson BELONY se positionne
Dans un texte publié, le lundi 18 mars 2024, le citoyen engagé et entrepreneur Vackson BELONY remet en question la mise en place d’un conseil présidentiel de sept (7) membres dans un pays en crise comme Haïti. Il souligne qu’il est indispensable de prendre des mesures spéciales pour remédier à la situation, notamment en période de vacance présidentielle. Depuis l’assassinat du président Jovenel Moïse, il y a trois ans, le pays est plongé dans une instabilité politique persistante, malgré le soutien des États-Unis et de la Caricom conformément aux principes de bon voisinage.
Belony se demande pourquoi instaurer un conseil présidentiel aussi important dans un pays où l’économie est en déclin et où le fonctionnement est largement défaillant. Il suggère plutôt de se tourner vers des institutions constitutionnelles déjà établies, comme la Cour de Cassation, pour assurer la gouvernance en période de crise et de vacance institutionnelle. Il rappelle que dans les années 90 et en 2004, Haïti a réussi à rétablir l’ordre constitutionnel dans des situations similaires en s’appuyant sur de telles structures.
L’ entrepreneur insiste sur la nécessité de réitérer cette approche en demandant à la population haïtienne d’exiger à nouveau l’application de cette méthode qui a déjà porté ses fruits pour rétablir l’ordre dans le pays. Il appelle à prendre en main notre destinée collective et à travailler ensemble pour créer un avenir prospère pour les générations futures, faisant ainsi de Haïti un lieu où il fait bon de vivre et prospérer.
Dans un contexte où les ressources sont limitées et où la confiance dans les institutions politiques est ébranlée, la mise en place d’un conseil présidentiel de sept membres soulève des questions quant à son efficacité réelle pour résoudre la crise actuelle en Haïti. Plutôt que de créer une nouvelle structure, pourquoi ne pas exploiter les ressources déjà existantes et éprouvées comme la Cour de Cassation?
En fin de compte, le véritable défi pour Haïti réside dans sa capacité à mobiliser toutes ses forces vives, à transcender les divisions politiques et à œuvrer collectivement vers un avenir meilleur. Il est temps pour le pays de faire preuve de courage et de vision, de puiser dans son histoire et son expérience passées, pour bâtir un avenir où la paix, la justice et la prospérité sont à la portée de tous.
