Le Ministere des Affaires Étrangères et des Cuktes (MAEC) a publié son courrier diplomatique bimensuel pour la période du 16 au 30 juin 2025, retraçant les actions du Ministère des Affaires étrangères et des Cultes d’Haïti. Il couvre les rencontres bilatérales et multilatérales, les résolutions adoptées, les partenariats techniques et culturels, les nominations et les activités culturelles et académiques menées au service de la diplomatie nationale.
En effet, le Ministre Jean-Victor Harvel JEAN-BAPTISTE a conduit la délégation haïtienne à la 55e session ordinaire de l’Assemblée générale de l’Organisation des États américains (OEA) à St. John’s, Antigua-et-Barbuda, du 25 au 27 juin 2025. Haïti a obtenu l’adoption par acclamation d’une résolution appelant à une réponse interaméricaine coordonnée à la crise sécuritaire et humanitaire du pays. Le texte prévoit un plan d’action à élaborer dans un délai de 45 jours, en coopération avec le BINUH et la Mission multinationale d’appui à la sécurité.
En marge de la session, le Chancelier haïtien a effectué plusieurs rencontres parmi eux, le Secrétaire Général de l’OEA, Albert RAMDIN, pour planifier la mise en œuvre de la résolution, le Sous-secrétaire général de l’ONU, Miroslav JENCA, sur le dossier haïtien au Conseil de sécurité, le mandat du BINUH et les élections à venir. Il a aussie rencontré la Ministre des Affaires étrangères de Colombie, Laura Sarabia TORRES, le Sous-secrétaire d’État américain, Christopher T. LANDAU, la Secrétaire générale des Relations extérieures du Brésil, Maria Laura da ROCHA et des représentants de l’Autriche et de l’Allemagne pour renforcer la MMSS et les forces de sécurité haïtiennes. De son côté, le Conseiller-Président Laurent SAINT-CYR a effectué une mission officielle à Londres.
Des visites diplomatiques et des initiatives techniques
Le Chargé d’Affaires a.i. des États-Unis a été reçu à la Chancellerie pour évoquer la coopération bilatérale. Le Comité de pilotage de la transition a accueilli María Isabel SALVADOR, en fin de mission en Haïti. Khaled El ENANY, candidat de l’Égypte à la Direction Générale de l’UNESCO, a mêlé diplomatie culturelle et campagne lors de sa visite.
La Colombie, le Brésil et Cuba ont exprimé leur volonté de soutenir le développement agricole en Haïti via un partenariat technique et scientifique. Des discussions ont porté sur la formation, le transfert de technologies et le renforcement de la production.
Parallèlement, le document du ministère a penché sur des nominations et des représentations. L’Ambassadeur Lesly DAVID, représentant d’Haïti en Colombie et concurrent en Équateur, a été élu Secrétaire permanent du Système économique latino-américain et caribéen (SELA). Deux personnalités haïtiennes ont été élues à des organes interaméricains, notamment Vogly Nahum PONGNON au Comité juridique interaméricain et Lise Hilda Christelle St-Natus CAVÉ au Centre d’études de la justice des Amériques.
Par ailleurs, le Ministère a pris part à la 31e édition de Livres en folie. La quatrième promotion de l’Académie diplomatique Jean Price-Mars a reçu ses diplômes, marquant la fin du cycle 2023-2025. Le Ministre Jean-Victor Harvel JEAN-BAPTISTE a salué la formation et l’engagement des nouveaux diplômés.
Célébrations et rapports d’activités diplomatiques
Une commémoration a eu lieu au Vatican pour marquer les 165 ans de relations diplomatiques et spirituelles avec Haïti. Le pays a également participé à la 44e conférence plénière de la FAO à Rome, représenté par le Ministre Vernet JOSEPH et l’Ambassadeur Gandy THOMAS. L’Ambassade d’Haïti au Brésil a présenté un rapport sur ses actions, incluant les efforts de coopération bilatérale et les initiatives économiques et culturelles.
Il est à noter qu’au-delà du bilan présenté, le MAEC dit travailler pour une diplomatie active en mobilisant partenaires bilatéraux et multilatéraux pour répondre aux urgences nationales.
