Le Haut Conseil de la Transition (HCT), en étroite collaboration avec le gouvernement, a organisé, les 23 et 24 mai 2023, un forum politique autour de la sécurité, la bonne gouvernance, les reformes constitutionnelle et électorale; ainsi que les mesures économiques et sociales. Ce forum, de deux jours, s’est déroulé, ce mardi, en présence du Premier Ministre Ariel Henry, des acteurs politiques, pour la plupart signataires de l’accord du 21 décembre et alliés, ceux de la société civile ainsi que des représentants du secteur syndical, des représentants du corps diplomatiques et consulaires. Par cette initiative, les acteurs souhaitent trouver une solution durable au problème de l’insécurité qui ronge la société. Lors du premier jour, le débat a effleuré la question de la sécurité, le deuxième, les discussions étaient plus axées sur la politique avec la réalisation des élections qui est le plus grand rêve d’Ariel Henry et son équipe.
Alors que la population est confrontée à une grave crise sécuritaire et vivote déjà dans la misère, c’est dans ce contexte que le Haut Conseil de Transition, le gouvernement de facto dirigé par Ariel Henry et les signataires se sont réunis dans un hôtel à Pétion-Ville, sous prétexte de réaliser un forum de deux jours sur la sécurité, la gouvernance et le processus électoral, mais cela semblait plutôt à un fiasco, une ambiance conviviale où le groupe du 21 décembre en a profité pour déguster les différents plats servis à l’hôtel.
Pour la présidente du Haut Conseil de Transition, Mirlande Manigat, cette initiative va marquer un tournant décisif dans la mise en œuvre inclusive de l’accord du 21 décembre. L’ancienne Première Dame a aussi déclaré qu’Haïti a les compétences requises pour mettre en application l’approche multisectorielle de l’insécurité, tout en indiquant que la solution à la crise sécuritaire ne réside pas dans la prise en charge totale du pays et de ses institutions par la communauté internationale.
Par ailleurs, elle a lancé un vibrant appel à la communauté internationale qui, dit-elle, « verse tant de milliards de dollars ailleurs dans des projets aux conséquences imprévisibles alors qu’Haïti qui ne rêve que de paix et de liberté croupit dans l’indifférence de ses amis de toujours ». Mirlande Hyppolite Manigat continue à se plaindre du fait que le HCT est une institution nouvelle ne disposant pas encore de moyens adéquats devant lui permettre de réaliser les importants chantiers inscrits dans son agenda. Cependant, ses membres n’entendent pas faire marche arrière afin d’aboutir le mandat et d’accomplir les missions qui leur ont été confiées, tout en réitérant son appel à la patience. Selon ses dires, les forces nationales et internationales sont réticentes à s’entendre pour assurer la paix dans les rues. Trois grands chantiers nous attendent immédiatement, le remaniement constitutionnel, le renforcement du système judiciaire et la formation du conseil électoral provisoire, mais elle est consciente qu’il ne peut y avoir d’élections si la sécurité n’est pas rétablie.
Dans son discours de circonstance, le Premier Ministre Ariel Henry n’a fait qu’entonner les mêmes cantiques avec les mêmes refrains. Le locataire de la Primature a declaré que la première tâche du prochain Conseil Électoral Provisoire sera d’organiser une consultation populaire afin de valider les changements apportés à la constitution, tout en mobilisant beaucoup plus de ressources financières pour payer, équiper et former la police. « Oui, il faut augmenter les effectifs de la Police Nationale d’Haïti et la doter d’un système de renseignement adéquat. Oui, il faut agrandir notre armée et définir clairement son rôle et ses modalités d’intervention en appui à la PNH pour l’accompagnement de certaines tâches spécifiques », a-t-il soutenu.
« Je peux vous dire que dans les jours et les semaines qui viennent, vous aurez l’occasion de voir des changements significatifs, tant au niveau de la sécurité que de la gouvernance de notre pays. À quoi peut-on s’attendre de cette mascarade?
Il convient de rappeler qu’au cours de la première journée du forum, des représentants de plusieurs partis politiques sont entrés dans la salle où se déroulaient les activités, ils ont perturbé l’activité. Ces derniers exigent un nouveau cabinet ministériel et le départ du gouvernement en place. Des citoyens ou certains participants se sont montrés insatisfaits et disent qu’ils n’attendent rien de ce forum, arguant que cela n’apportera aucune solution à la crise sociopolitique, économique et sécuritaire qui ronge le pays depuis tantôt 10 ans. De l’avis de plus d’un, le seul but de la démarche est de justifier l’enveloppe allouée au Haut Conseil de la Transition
Dans une interview accordée à Radio Kiskeya, le responsable du parti Force Louverturienne Réformiste, Emmanuel Ménard, a assimilé l’organisation de ce forum à une provocation. Pour lui, le gouvernement de facto ne fait que jouer la montre. Pour sa part, Paul Denis du parti INIFOS s’est montré très critique envers le Gouvernement et le HTC pour cette initiative tout en soulignant que la question de l’insécurité est l’affaire des experts et non des politiciens.
L’objectif premier de cette activité est de réduire la violence sur tout le territoire particulièrement celle des groupes armés. Toutefois il n’y avait aucun avis d’expert lors du déroulement de ce forum dans lequel l’insécurité était pourtant au centre des discussions. Les deux journées de débats se terminent, mais tout le monde reste dans l’attente de la prochaine étape qui sera entreprise par le Haut Conseil de Transition. Quoique le coordonnateur technique du Forum, le Docteur Joseph André Gracien Jean, avait souligné que les réflexions produites par les participants seront analysées par des experts. Mais, de quels experts fait-il référence ?
Dans une note, le Groupe de Travail sur la Sécurité (GTS), un groupe de réflexion apolitique sur les questions de sécurité et de gouvernance qui, depuis près de deux ans, dit avoir déjà formulé à l’endroit du gouvernement de nombreuses propositions crédibles qui auraient pu éviter à la nation de comptabiliser ces plusieurs milliers de morts et de kidnappings inutiles, mais les autorités gouvernementales ne s’en soucient guère. Le GTS a informé qu’aucun de ses membres ou experts associés n’est pas concerné, de près ou de loin, par le Forum organisé par le HCT.
Si le 6 octobre 2022, le gouvernement Henry avait sollicité le déploiement immédiat d’une force spécialisée armée en Haïti pour stopper la crise humanitaire causée, entre autres, par l’insécurité résultant des actions criminelles des gangs et de leurs commanditaires, aujourd’hui le gouvernement de facto mise sur l’organisation de ce forum qui, croit-il, débouchera sur une déclaration conjointe sur les étapes à franchir le rétablissement de la sécurité, tout en basant sur les points de vue et propositions partagées dans ses prises de décisions sur l’insécurité. La détérioration du climat sécuritaire reste un problème épineux qui a déjà tout tenté mais peine perdu car le gouvernement se fait tout autant complices dans l’insécurité.
