Le leader du parti MOUN9, Patrick ALEXIS, appelle à tourner la page des constitutions rédigées sous la pression des crises. Dans un texte publié ce samedi 24 mai 2025, il plaide pour une nouvelle loi fondamentale lucide, cohérente et profondément ancrée dans la réalité du pays.
Selon l’Économiste, Haïti ne peut plus se permettre une Constitution écrite dans l’urgence, dictée par la colère ou les intérêts partisans. Il insiste sur la nécessité d’un texte réfléchi, conçu pour durer et répondre aux véritables défis du pays.
ALEXIS critique l’histoire constitutionnelle haïtienne, marquée par des textes souvent inapplicables et déconnectés des besoins de la population. Il propose une refonte basée sur quatre priorités: décentralisation, lutte contre la corruption, inclusion des masses populaires et reconstruction des services publics.
Il insiste aussi sur l’importance de rétablir la dignité du peuple haïtien. La prochaine Constitution, dit-il, doit garantir les droits fondamentaux : justice, éducation, santé, sécurité et souveraineté. Elle doit aussi permettre un contrôle citoyen réel, une gouvernance transparente et une justice indépendante.
L’éducation occupe une place prépondérante au cœur de la vision de l’homme politique. Pour Patrick ALEXIS, une école publique gratuite et de qualité est la clé pour former une génération capable de transformer le pays.
Enfin, il met en garde contre les inégalités sociales et appelle à un nouveau pacte fondé sur la solidarité et la justice. La future Constitution, conclut-il, doit porter un véritable projet de société, débarrassé des vieilles figures et des réflexes d’improvisation.
