Haïti est plongée dans une crise socio-politique, économique et sécuritaire sans égale. Après plus de deux ans au pouvoir, le gouvernement dirigé par Dr Ariel Henry ne fait montre d’aucune volonté à assurer un climat sécuritaire propice à la tenue d’élections démocratiques. Les États-Unis, la France, mais aussi le Canada, réunis au sein du Core Group, le BINUH, l’OEA profitent de cette situation pour enfoncer le pays au plus profond de l’abîme.
La communauté internationale dans le déni de la crise
La cheffe du Bureau Intégré des Nations-Unies (BINUH) et Représentante spéciale du Secrétaire Général de l’ONU
Maria Isabel Salvador, a renouvelé via son compte X, le soutien aveugle de la communauté internationale à l’actuel gouvernement malgré le ras-le-bol de la population face à l’équipe dirigée par Ariel Henry.
Selon elle, le seul chemin pour sortir d’une transition politique est la tenue des élections démocratiques, transparentes et participatives. Selon Mme Salvador une transition ne peut en aucune manière, remplacer une autre. Pour arriver à ces élections il faut d’abord garantir la sécurité dit-elle. Cependant le pays fait face à une crise sécuritaire aigüe et le locataire de la primature ainsi que son équipe n’arrivent toujours pas à rétablir la paix dans une société rongée par la violence inouïe des gangs.
La cheffe du BINUH s’en prend aux protagonistes qui proposent une nouvelle transition en voulant imposer leurs intérêts individuels au détriment de ceux du peuple. Le numéro 1 du BINUH écarte toute possibilité de remplacer le Premier ministre Ariel Henry à la tête du pays.
« Ceux qui proposent une « nouvelle transition » s’éloignent des principes démocratiques et veulent imposer leurs intérêts individuels en oubliant les intérêts du peuple. Haïti a besoin de paix por élire en démocratie ses autorités, établir l’état de droit et reconstruire les institutions nécessaires por avancer vers le développement durable », a-t-elle conclu dans son message.
La CARICOM, les touristes politiques
Le Groupe des Éminentes Personnalités de la CARICOM sont actuellement en Haïti pour essayer une nouvelle tentative de médiation entre les protagonistes. Cette fois-ci avec de nouvelles propositions: agrandissement du Haut Conseil de Transition (HCT) et la formation du Conseil électoral provisoire (CEP).
Jusqu’à date les signataires de l’Accord de Kingston maintiennent leur position, les partisans de l’Accord du 21 décembre continuent de croire que le chef du gouvernement peut faire des miracles, raison pour laquelle, ils croient que le neurochirurgien doit commander la Primature jusqu’à l’arrivée d’un élu légitime au palais national.
Envers et contre tout, les opposants regroupés autour du Front Uni, ne voient pas de bon œil la continuité de la règne d’Henry. Selon eux, le Premier ministre, Ariel Henry doit impérativement remettre les clés des locaux de la Primature le 7 février 2024 conformément au régis de l’article 20 de l’accord du 21 décembre 2022, publié dans le journal officiel du pays, Le Moniteur. Une position appuyée par la Présidente du Haut Conseil de Transition, Mirlande Hyppolite Manigat qui a fait savoir lors d’une entrevue accordée à radio Kiskeya le 1er novembre 2023, qu’il peut y avoir un vide politique le 7 février 2024 vue les préogatives de l’accord du Consensus National pour une Transition Inclusive et des Élections Transparentes, paraphé le 21 décembre 2022 entre le Premier ministre Ariel Henry, des structures politiques et des acteurs de la société civile.
Les signataires de l’Accord du 21 décembre, estiment que le Premier ministre Ariel Henry n’a pas besoin d’un nouvel Accord Politique pour rester au pouvoir après le 7 février 2024. Selon eux il faut simplement trouver une entente pour organiser des élections et transmettre le pouvoir à des représentants élus par la population.
Dans la foulée, Dans le document titré “Dispositif transitoire de Gouvernance pour des élections libres et équitables », les représentants du gouvernement, des structures politiques tels que: FanmiLavalas, de l’Organisation du Peuple en Lutte (OPL), les signataires de l’Accord du 21 décembre, du Groupe Macaya des membres du Haut Conseil de Transition (HCT), le Parti Haïtien Tèt-Kale (PHTK) entre autres, sous la supervision de Jonathan Powell, représentant de la CARICOM, et émissaire britannique, auraient trouvé une entente pour mettre en place un Conseil de Transition (CT) de 5 membres dotés des attributions présidentielles. Cette entente prévoit le renforcement du HCT qui comprendrait un (1) représentant du 21 décembre, un (1) représentant du secteur privé, un (1) représentant du Collectif, (1) un représentant de Fanmi Lavalas et un (1) représentant de l’Accord de Montana (ou de la diaspora). Cependant, les représentants de l’accord de Montana, des structure politique les Engagés pour le Développement (EDE), Union pour la réconciliation et la réintégration (UNIR) ont été écartés lors de ces pourparlers.
Toutefois, la communauté internationale exige au chef du gouvernement de se dépêcher afin d’organiser les joutes électorales l’année prochaine et mettre en branle le processus électoral dès janvier 2024. Le premier ministre avait un mandat de 90 à 120 jours pour réaliser des élections démocratiques mais après plus de deux ans les élections sont toujours dans l’impasse. Une instabilité constante qui se poursuit.
