Dans une note parvenue à notre rédaction, le Ministère des Affaires Étrangères et des Cultes a annoncé, le mardi 6 mai 2025, la modernisation de son service de légalisation, une réforme initiée le 28 novembre 2024 et entrée en vigueur depuis janvier 2025. Cette refonte vise à améliorer la qualité du service public en réduisant les délais de traitement des documents de vingt jours à seulement 48 heures.
Relevant de la Direction des Affaires juridiques, le service de légalisation joue un rôle crucial dans la validation de documents administratifs ou judiciaires destinés à un usage international. Il traite aussi bien les actes produits en Haïti pour l’étranger que ceux émis à l’extérieur et à utiliser sur le territoire national. Les Haïtiens vivant à l’étranger y trouvent également un appui pour régulariser leur situation migratoire.
Conformément à la directive du ministre, les responsables techniques ont réorganisé le fonctionnement du service : renforcement du personnel, disponibilité des intrants, et processus de traitement standardisé. Désormais, tout dossier complet est traité dans un délai maximum de deux jours ouvrables, avec une livraison prévue à partir de 9h le jour de retrait.
Cette modernisation vise également à limiter le recours aux intermédiaires, réduire la corruption et prévenir les fraudes, autant de pratiques nuisibles au fonctionnement de l’administration et aux finances publiques. Le ministère insiste sur le caractère universel et non discriminatoire du service, accessible à tous les citoyens sur présentation du document, du timbre et du reçu de la Direction générale des Impôts (DGI).
Par ailleurs, une phase de décentralisation est prévue. Un premier bureau devrait bientôt ouvrir dans le grand Nord afin de rapprocher les services administratifs des populations éloignées de la capitale et de renforcer la continuité du service public.
