Alors que l’insécurité et la criminalité épousent plusieurs visages dans les quartiers et villes du pays, le conseiller présidentiel Edgard LEBLANC FILA n’a pas hésité à prôner qu’il n’y a pas de territoires perdus dans le pays tandis que la capitale haïtienne est enclavée par les groupes armés qui règnent en maître et seigneur. Minimisant l’ampleur et le niveau de ce cataclysme, Edgard LEBLANC FILS reste cloîtré à la Villa d’Accueil à Musseau alors qu’il devrait s’installer au Palais National.
Dans son discours, lors de la cérémonie de commémoration du 221e anniversaire du bicolore national, le 18 mai 2024, le président fraîchement désigné du CPT, Edgard LEBLANC a déclaré : « La fête du drapeau doit nous rappeler aussi qu’il n’y a pas de territoire perdu. Cependant, les bandits ne cessent d’imposer leur loi dans le pays en toute impunité. Les autorités, au lieu de mettre fin au règne des gangs armés, se font complice des malfrats, vu leur comportement. Le conseil n’a pas pu se rendre à la citée du drapeau pas par faute de moyens, mais en raison des bandits qui occupent la route nationale # 1.
L’épineuse question de la violence armée reste le premier défi à relever pour le Conseil Présidentiel de Transition. Le coordonnateur de la structure dirigeante reconnaît que l’insécurité est le pire ennemi de l’union, mais il garde le silence sur les mesures où les actes déjà posés par ses pairs pour récupérer les territoires perdus.
Toutefois, il croit que c’est plus qu’une nécessité urgente de résoudre le phénomène de l’insécurité qui constitue l’ombre du bien-être de la nation haïtienne. Le phénomène de l’insécurité et de la criminalité paraît une préoccupation quotidienne pour les citadins qui vivent à la lueur du danger.
Qui pis est, pour le premier trimestre de l’année 2024, on dénombre 2.505 personnes tuées ou blessées suite à l’accroissement des actes de violence perpétrés par les bandits armés qui contrôlent 80% de la capitale haïtienne. 362.551 citoyens sont forcés de fuir leur maison à travers le pays depuis le 29 février 2024. Plus de 90.000 sont des déplacés à l’intérieur de Port-au-Prince tandis que près de 95.000 se réfugient vers d’autres régions du pays.
Alors si pour les conseillers-présidents il n’y a pas de territoire perdu, mais pour la population voulant se rendre au Grand Sud ou le Grand Nord, les territoires perdus sont bel et bien existés. Comment les reconnaître si pour se rendre au Cap-Haïtien, les conseillers ont pris l’avion ?
Le bras de fer règne en maître et seigneur au sein du Conseil Présidentiel de Transition pendant que la population est aux abois. Les Conseillers-Présidents utilisent déjà leur pouvoir pour piller les maigres ressources du pays tout en espérant que la Mission Multinationale de Soutien à la Sécurité viendra apporter une solution à l’insécurité qui fait rage dans le pays.
