Depuis mars 2021, 467 jeunes membres des bureaux électoraux communaux (BEC) et départementaux (BED) d’Haïti réclament 34 mois de salaires impayés. Recrutés par concours et installés légalement, ils n’ont perçu que 13 mois de rémunération. Aucune procédure officielle de révocation n’a été engagée, ce qui met en cause la gestion du Conseil Électoral Provisoire (CEP).
Les protestataires, représentés par Jules Pierre ARGUY, porte-parole des BEC, accusent le CEP, sous la direction de Max Délices, de mépris et de négligence à leur égard. Ils dénoncent également la récente annonce du recrutement de nouveaux membres pour les BEC et BED, sans consultation ni explication quant à leur propre statut. Pour eux, ces pratiques traduisent un manque de respect des lois administratives et compromettent leur droit légitime à leurs postes.
Dans une lettre adressée au CEP, les membres des BEC rappellent leur légitimité, affirmant avoir signé des contrats valables et avoir travaillé sans interruption depuis leur nomination en mars 2021. Ils dénoncent également l’absence de réponse du CEP à leurs multiples requêtes, ainsi que des pratiques qu’ils qualifient de « manigances ». Face à cette situation, ils menacent de bloquer les opérations électorales à travers le pays si leurs salaires ne sont pas intégralement payés et si leurs droits ne sont pas respectés.
Cette crise met en lumière les défis persistants de la gouvernance électorale en Haïti. Elle pose de sérieuses questions sur la capacité du CEP à organiser des élections crédibles et à garantir la transparence nécessaire dans ses opérations. Dans un contexte de tensions croissantes, les membres des BEC appellent à une prise de responsabilité immédiate et à une réforme des institutions pour rétablir la confiance entre les autorités et la jeunesse haïtienne, souvent marginalisée et délaissée par les dirigeants.
