Le Fonds des Nations Unies pour l’Enfance (UNICEF) déplore une crise humanitaire sans précédent qui touche l’enfance haïtienne, entre violences sexuelles et enrôlement forcé dans les gangs. Dans son dernier rapport, la structure onusienne alerte sur une hausse catastrophique des violences sexuelles et du recrutement forcé des enfants en Haïti. Les agressions sexuelles sur mineurs ont explosé en 2024, atteignant une augmentation de 1.000 % par rapport à 2023.
James ELDER, porte-parole de l’UNICEF, compare ces violences à une guerre où les corps des enfants deviennent des champs de bataille. Les gangs, désormais maîtres de 85 % de la capitale, imposent leur loi, exacerbant la souffrance des familles.
«En Haïti, les violences sexuelles à l’encontre des enfants ont augmenté de 1.000 %, transformant leurs corps en champs de bataille», a-t-il déploré.
Des enfants enrôlés dans l’enfer des gangs
Les groupes armés utilisent de plus en plus d’enfants dans leurs rangs, avec une hausse de 70 % du recrutement en 2024. D’après l’UNICEF, près de la moitié des membres des gangs sont désormais des mineurs, parfois âgés de huit ans. Certains sont contraints par la force, d’autres sont piégés par la misère et l’absence de perspectives.
«C’est un engrenage mortel, les enfants sont recrutés par les groupes qui alimentent leur propre souffrance», avertit le porte-parole, soulignant l’impact durable sur la jeunesse et la société haïtienne.
Plus de 500.000 enfants ont été déplacés, tandis que 300.000 sont privés d’éducation à cause de l’insécurité.
Un système de santé en détresse
Les services de santé, déjà fragiles, ne parviennent plus à répondre aux besoins urgents des enfants victimes de violences. Plus de la moitié des établissements médicaux manquent de matériel, de médicaments et de personnel qualifié pour soigner les blessés. Selon l’UNICEF, trois millions d’enfants ont nécessité d’une aide humanitaire d’urgence en 2024 pour survivre à cette crise. L’organisation internationale dit avoir lancé un appel de fonds de 221 millions de dollars, mais seulement 70 % ont été collectés jusqu’à présent.
Un espoir fragile face à l’urgence
Face à l’effondrement du pays, les États-Unis ont levé partiellement le gel de leur aide destinée à la mission internationale en Haïti. Une enveloppe de 40,7 millions de dollars pourrait ainsi être débloquée pour soutenir la stabilisation et la sécurité du pays. L’ONU avait déjà validé l’envoi d’une force multinationale dirigée par le Kenya pour épauler la police haïtienne.
Se basant sur son dernier rapport résultant d’un travail de terrain, l’UNICEF constate que l’enfance haïtienne continue de vivre dans la peur et l’incertitude d’un lendemain plus sûr.
