L’effectif de l’institution policière plafonne, depuis quelques années, à 15.500 policiers sans compter les autres personnels administratifs. Cela tient à un taux d’attrition annuelle élevé qui annihile tous les efforts de recrutement. Haïti perd chaque année pratiquement autant de policiers qu’elle n’en forme à l’École Nationale de Police (ENP), qui peut accueillir environ 650 aspirants.
Dans un contexte d’insécurité bondissante dans le pays avec une omniprésence de gangs armés qui semblent avoir le champ libre pour mener leurs activités criminelles. La Police Nationale d’Haïti (PNH) a révélé que 2948 policiers ont abandonné leurs postes, 149 agents et employés administratifs de l’institution policière ont été renvoyés après une mise en disponibilité et n’ont pas retourné. Le rapport fait état de 66 agents de police qui ont été révoqués par l’Inspection Générale de la Police Nationale d’Haïti (IGPNH) et 123 autres ont fait part de leur démission à la PNH qui a validé leur décision.
Avec déjà un très faible effectif cette situation va rendre la donne de plus en plus difficile en ce qui attrait à la protection de la population. De même, l’insuffisance des ressources matérielles et financières mises à sa disposition ont entravé son bon fonctionnement. Cette réduction est encore plus inquiétante quand on sait que depuis quelque temps l’insécurité s’est accrue sur le territoire national.
Le BINUH avait indiqué que, jusqu’au 31 décembre 2022, la PNH comptait environ 14 817 agents et près de 13 500 sont opérationnels. Alors que pour le service actif de la PNH, seulement 9.700 policiers sont disponibles. Par rapport à cet effectif insuffisant, le ratio Police/Population est loin d’être respecté, soit 1,2 agent pour 1.000 habitants. Alors qu’il devrait être 2,2 agents pour 1.000 habitants, selon le quota fixé par les Nations Unies.
L’institution policière révèle que d’octobre à décembre 2023, 1287 chèques sont retournés au Ministère de l’Économie et des Finances (MEF), pour 324 fonctionnaires, comprenant des personnels policiers et administratifs. Le montant total des chèques retournés s’élève à 401,693,076.00 gourdes, dont 223,444,147.00 gourdes pour l’année fiscale 2021-2022 et 178,248,829.00 gourdes pour l’année fiscale 2022-2023.
