En tant que l’un des pays émergents de la région, la République Dominicaine, malgré ses nombreux efforts en matière d’éducation compte un faible nombre d’universitaires. Sur 100 jeunes scolarisés seulement 53 rentrent au lycée. Bien moins atteingnent le seuil d’une université.
En 2013, plus de 20 000 Haïtiens étudiaient en République voisine. Ce qui representaient 75% des étudiants étrangers. Pour une dépense annuelle de plus de 200 millions de dollar américain, selon l’Observatoire de la reconstruction Automne 2013. Quatre ans plus tard, ces chiffres ont doublé selon un rapport de l’Observatoire binational sur la migration, l’éducation, l’environnement et le commerce (OBMEC).
Les obstacles auxquels se heurtent ses jeunes
Les ecoles en dominicanie n’adaptent pas leur formation aux étudiants haïtiens. Pour cause, malgré cette forte présence d’étudiant (francophone) le système éducatif dominicain livre des formations majoritairement en espagnol ou rarement en anglais.
Les Haïtiens étudient la médecine en République Dominicaine, alors que les meilleures écoles de la region sont les facultés cubaines. Pourtant les jeunes haïtiens, trop longtemps mal informés continuent de choisir les universités dominicaines pour leurs études.
Incapacité de trouver du travail
Les étudiants haïtiens qui sont en République Dominicaine n’arrivent pas à trouver du travail. Ce qui explique le fait qu’ils dépendent, financièrement, de leurs parents.
Pour un mois, un parent haïtien doit débourser près de 400 dollars américains pour l’entretien, la nourriture et le loyer de son enfant en terre voisine. Une somme qui n’inclut pas les frais de scolarité. D’autant plus, dans le classement mondial d’éducation, les ecoles dominicaines, au fond, n’occupe que la 90e place et la 116e en matière de sécurité.
Le coût élévé pour les Haïtiens
Le gouvernement actuel, ayant a sa tête le président Luis Abinader a instaurer une nouvelle loi visant a exiger 20$ américain par mois au ressortissant haïtien en situation régulière dans son pays. En 2019, le journal en ligne Ayibo post, se penchant sur le problème, a publié le rapport de l’OBMEC qui précise qu’en moyenne, les parents haïtiens paient 220 millions de dollars américains pour financer les études de leurs enfants en République Dominicaine chaque année.

Cette volonté des dirigeants dominicains de bloquer l’accès au marcher du travail aux Haïtiens diplômés dans leurs propres universités n’est pas que le fruit d’un élan patriotique. Mais plutôt l’une des formes de la matérialisation institutionelle d’une politique anti-haïtien.
Une autre forme se retrouve dans la politique migratoire dominicaine qui consiste à arrêter et déporter sur fond de profilage ethnique et discriminatoire contre des Dominicain·e·s d’origine haïtienne et d’autres dominicains pris pour des haïtiens en raison de leur couleur de peau, même les mineurs sont souvent refoulés, sans examen individuel de leurs dossiers, aux frontières Haïtiennes, par les forces de l’ordre dominicaines, en témoigne un rapport de l’office des Nations Unies à Genève.
Ces quelques points évoqués qui, pourtant, ne reflètent pas en sa totalité les dangers pour un jeune haïtien qui vit et étudie en République Dominicaine devraient pousser tout haïtien qui penserait à ce rendre à l’est pour des études, d’y réfléchir sérieusement une deuxième fois.
