Dans une correspondance datée du 17 avril 2026, le Ministre de la Justice et de la Sécurité Publique, Patrick PÉLISSIER, a saisi la Direction Générale de la Police Nationale d’Haïti (PNH) pour exiger l’application immédiate de mesures de sécurité renforcées autour du détenu Joseph Félix BADIO.
En effet, selon les instructions transmises, le Haut commandement de la PNH doit mobiliser l’administration pénitentiaire, afin d’assurer une protection complète du détenu. Le Directeur de cette entité est appelé à mettre en place un protocole strict pour superviser toutes les interactions le concernant. Par ces directives, le Ministère de la Justice et de la Sécurité Publique (MJSP) entend instaurer un encadrement rigoureux, jugé impératif pour garantir l’intégrité de la procédure dans un contexte judiciaire particulièrement sensible.
Insistant sur un contrôle renforcé des accès, le titulaire du MJSP exige que les visites, les objets personnels et les denrées destinées au détenu soient soumis à des vérifications systématiques. Cette surveillance vise à prévenir tout incident susceptible de compromettre la sécurité de l’intéressé ou le bon déroulement des procédures en cours, selon les instructions ministérielles.
En outre, toute décision relative à un déplacement du détenu devra être communiquée au préalable au Ministère. Le document précise également que chaque transfèrement doit être exécuté sous haute protection, notamment par l’unité spécialisée EPINES, avec des moyens sécurisés adaptés.
À titre de rappel, la correspondance a été partagée avec le Premier Ministre Alix Didier FILS-AIMÉ et le Commissaire du Gouvernement près le tribunal de première instance de Port-au-Prince, Fritz Patterson DORVAL. Dans ce contexte, l’attention portée à Joseph Félix BADIO s’inscrit dans le prolongement du dossier lié à l’assassinat du Président Jovenel MOÏSE en 2021, au moment même où les procédures judiciaires avancent à l’étranger.
