Un scandale de corruption majeur secoue le Service National de Gestion des Résidus Solides (SNGRS) en Haïti. Germain Paulémon, Directeur Général du SNGRS, et son adjoint Max Alex Joseph sont au cœur d’accusations graves concernant le détournement de près de la moitié du carburant acheté par l’institution entre décembre 2021 et avril 2024. Le montant total de ce détournement est estimé à plus de 125 millions de gourdes, révélant une gestion déplorable des ressources publiques.
L’enquête menée par l’Unité de Lutte Contre la Corruption (ULCC) a révélé des irrégularités flagrantes dans la gestion du carburant au SNGRS. Sur les 396 849 gallons de diesel acquis pour le fonctionnement de l’institution, seulement 199 349 gallons ont été utilisés pour les opérations prévues. Les 197 499 gallons restants, soit 49,76 % du total, sont détournés par les deux responsables, selon leurs propres aveux lors des auditions.
Bibiana Bélizaire, Directrice des Affaires Administratives et du Budget du SNGRS, est également impliquée dans ce scandale. Elle est accusée d’avoir tenté de dissimuler ces détournements en modifiant les rapports officiels destinés à la commission d’enquête. Son rôle dans cette affaire souligne l’étendue de la corruption au sein de l’institution.
L’analyse des rapports de consommation de carburant effectuée par la commission d’enquête a permis de mettre en évidence des écarts significatifs entre la quantité de carburant commandée et celle effectivement utilisée pour les activités du SNGRS. Ces irrégularités, confirmées par les déclarations des responsables, montrent une gestion abusivement personnelle des ressources publiques, au mépris des lois en vigueur.
Face aux accusations, les principaux concernés ont tenté de minimiser la gravité de leurs actes en affirmant que l’utilisation du carburant pour des besoins personnels était « normale ». Cette défense a toutefois été largement rejetée, renforçant l’indignation publique et les appels à des sanctions exemplaires contre les responsables de cette fraude.
Ce scandale soulève de sérieuses questions sur l’état de la gouvernance en Haïti, en particulier sur l’efficacité des mécanismes de contrôle interne au sein des institutions publiques. Comment un détournement de cette ampleur a-t-il pu se produire sur une aussi longue période sans déclencher de signal d’alarme ? Cette affaire met en lumière les carences du système de surveillance et la nécessité de réformes profondes pour prévenir de tels abus.
Le cas du SNGRS est un rappel brutal des défis que représente la lutte contre la corruption en Haïti. Pour restaurer la confiance du public et assurer une gestion plus transparente des ressources publiques, des mesures fortes s’imposent. Celles-ci doivent inclure des poursuites judiciaires rigoureuses contre les responsables impliqués ainsi que des réformes structurelles pour renforcer les mécanismes de contrôle et de transparence au sein des institutions publiques haïtiennes.
