Depuis le début du rebondissement des tensions en novembre dernier, la Russie a annoncé pour la première fois le retrait d’une partie de ses troupes sur sa frontière avec l’Ukraine.
Un premier signe de désescalade, le ministre russe de la Défense a annoncé, mardi 15 février, le retrait d’une partie de ses troupes massées depuis plusieurs semaines sur sa frontière avec l’Ukraine. Cela pourrait témoigner la volonté de la fédération de Russie pour un retour à la normale.
«Les unités des districts militaires du Sud et de l’Ouest, qui ont achevé leurs tâches, ont déjà commencé à procéder au chargement sur les moyens de transport ferroviaires et routiers et commenceront à retourner vers leurs garnisons aujourd’hui», a annoncé le porte-parole du ministère de la défense Russe, Igor Konachenkov.
Cette décision inattendue de Moscou intervient alors que les tensions avaient atteint leur plus haut degré, et qu’une éventuelle invasion était attendue par les États-Unis et certains autres États le mercredi 16 février.
Pour sa part, le ministre des Affaires étrangères ukrainien, Dmytro Kouleba, s’est aussitôt félicité de l’annonce de la Russie qu’il considère comme une évolution. «Ensemble avec nos partenaires, nous avons réussi à empêcher toute nouvelle escalade de la part de la Russie», a-t-il déclaré suite à l’annonce russe.
Sur la même lignée des autres pays occidentaux, lors d’une intervention sur la chaîne « Sky News » , la ministre des Affaires étrangères britannique, Liz Truss, a souligné mardi matin qu’il était encore temps pour le président russe d’éviter une guerre en Europe, «bien que ce temps est limité», a-t-elle fait savoir.
