Le mandat de la transition prendra fin le 7 février 2026. C’est la limite fixée au Conseil Présidentiel de Transition (CPT) par l’accord du 3 avril 2024, pour remettre le pouvoir à un président élu. À moins de cinq mois de l’échéance, plusieurs questions restent sans réponse : « Où en est le calendrier électoral ? Le Conseil Électoral Provisoire (CEP) est-il réellement opérationnel ? Et surtout, la sécurité permet-elle une campagne nationale ? » Tout laisse craindre qu’aucun président ne sera élu dans les délais prévus.
Depuis 2024, les autorités transitoires évoquent à plusieurs reprises la tenue d’élections en 2025, avec une présidentielle annoncée au plus tard le 7 février 2026. Pourtant, aucune loi électorale claire et publique n’a été adoptée à ce jour. Le CEP, installé le 18 octobre 2024 avec seulement sept de ses neuf membres, est chargé d’organiser un éventuel référendum et les scrutins. Mais depuis son installation, les informations disponibles témoignent de blocages, de retards et d’une défiance croissante, aggravée par les travaux controversés sur le référendum constitutionnel, dont le texte final n’a été remis que le 28 août dernier.
Sécurité : un déploiement encore insuffisant
La Mission Multinationale d’Appui à la Sécurité (MMAS) a commencé son déploiement, mais ses effectifs restent en deçà des objectifs initiaux. Moins de 1 000 agents sont actuellement sur le terrain, contre 2 500 prévus, et une extension à 5 500 reste à l’étude au Conseil de Sécurité des Nations Unies. Les États-Unis d’Amérique et le Panama plaident pour un renforcement des opérations de lutte contre les gangs, mais aucune décision définitive n’a encore été adoptée. Entre-temps, les groupes armés continuent de contrôler la majorité de Port-au-Prince et d’imposer leur loi.
Un registre électoral introuvable
Autre point d’ombre : le fichier électoral. Il dépend des données de l’Office National d’Identification (ONI) et du travail du CEP. Or, aucune mise à jour récente n’a été communiquée. Les derniers chiffres remontent à 2016, ce qui rend impossible l’établissement d’une liste fiable sans un travail en profondeur. Sur ce terrain essentiel, c’est silence radio.
Logistique absente, calendrier invisible
Au-delà du registre, les conditions logistiques de base ne sont toujours pas réunies : budget, matériel, formation des agents électoraux, sécurité des centres de vote, présence d’observateurs… rien n’est consolidé. Selon un expert en matière électorale, « il faut un texte électoral applicable, un budget voté et un calendrier normatif » pour engager le processus. Or, ni le CPT, ni le Gouvernement, ni le CEP n’ont présenté de plan complet ou de dates précises.
Le CPT détient, jusqu’au 7 février 2026, les prérogatives présidentielles et la responsabilité de garantir le processus électoral. La présidence tournante, confiée depuis août à Laurent SAINT-CYR, concentre désormais les regards. Mais le temps presse. La « fenêtre technique » se rétrécit, la sécurité reste fragile, et le cadre légal n’est pas consolidé. Sans annonces fermes ni actions concrètes dans les semaines à venir, la tenue d’élections crédibles avant la fin de la transition semble hautement improbable.
À environ 155 jours de l’échéance, une question dérangeante s’impose : Haïti court-elle vers un nouveau vide institutionnel ?
