Plus de 7 ans après son passage au Ministère de l’Éducation Nationale et de la Formation Professionnelle (MENFP), Nesmy Manigat a repris en charge le secteur éducatif haïtien, fortement affecté dans la région du grand Sud après le séisme du 14 août 2021, dans la zone métropolitaine de Port-au-Prince avec la prolifération des gangs armés qui empêchent les écoliers de prendre librement le chemin de l’école, et dans certains quartiers, l’inaccessibilité totale aux institutions scolaires.
Expérimenté et confiant pour la relance des grands chantiers, ce digne fils du pays reprend le contrôle: il réactive les 12 mesures qui doivent guider sa vision à la tête du ministère, ce, pour le bien du pays.
À travers ses actions, on peut voir en M. Manigat l’énergie d’un grand patriote, un haïtien conséquent, un intellectuel de haut rang qui utilise sa fonction de ministre de l’éducation dans un sens positif, il lutte avec toutes ses forces afin de briser les barrières de l’accès à l’éducation.
En très peu de temps, les résultats sont déjà visibles :
– Une commission de sensibilisation et d’éducation aux risques de catastrophes a été installée, avec pour mission de coordonner les actions du ministère dans les différentes écoles du pays. Cette commission qui travaillera en étroite collaboration avec la Protection Civile, sous la tutelle du Ministère de l’Intérieur et des Collectivités Territoriales, aura la lourde tâche de prévenir les comportements pouvant mettre en danger la vie des élèves, enseignants, membres du personnel administratif etc… dans les écoles.
-Le moderniste à la tête du ministère à fait savoir, sur son compte Twitter, après une visite aux différentes unités à Barbiole dans le cadre de la rélocalisation et la modernisation des services, que « les relevés de note et diplômes officiels seront accessibles en ligne à partir de février ».
– Un ministre qui ne travaille pas seulement dans la capitale, M. Manigat a déjà rencontré des enseignants à Fort-Liberté, à la Direction Départementale du Nord-Ouest; des dossiers importants ont été abordés comme ceux de la formation des enseignants et la nomination de 100 inspecteurs à partir de ce mois de février.
-Plus d’un millier d’élèves ont salué jeudi la montée du drapeau sur la cour du lycée de La Saline. Une initiative qui entre dans le cadre du programme intitulé « Lekòl Paka Tann », mis sur pied par le Ministre depuis son retour à la tête du ministère. Cela témoigne sa volonté de faire bouger les choses.
Rassurant, mais conscient des graves problèmes que confronte le secteur, le Ministre ne cesse de poursuivre son plaidoyer pour l’augmentation du budget de l’éducation nationale.
M. Manigat juge inacceptable que nous passions de 20 % de dépenses publiques d’éducation à 10% en l’espace de 6 ans. Il est inacceptable qu’elle soit diminuée, et en valeur absolue et en valeur relative, contrairement aux engagements internationaux et nationaux pris par Haïti , précisément «le pacte national pour l’éducation».
Notre valeureux Ministre de l’éducation n’est pas seulement le numéro un du MENFP: il siège depuis 2016, après avoir laissé le ministère, au conseil d’administration du Partenariat mondial pour l’éducation (Global Partnership for Education) où il occupe aujourd’hui la fonction de président du Comité de finances et des risques, après avoir occupé celui de président du Comité de gouvernance et d’éthique pendant 4ans.
Nesmy Manigat, un technicien qualifié qui donne du sens à sa mission, un haut cadre sur qui les haïtiens peuvent vraiment compter pour la relance du secteur éducatif, ô combien important pour le pays.
