Dans une correspondance adressée au président de l’Association Nationale des Médias Haïtiens (ANMH), le 10 avril dernier, le chef de cabinet du Premier Ministre Ariel Henry, M. Samuel Henry Saturne, a demandé à l’ANMH de choisir un de ses membres pour compléter le Conseil Électoral Provisoire (CEP) en vue de l’organisation des prochaines élections dans le pays, sans tenir compte de la conjoncture actuelle et surtout la détérioration du climat sécuritaire au quotidien et les territoires perdus.
Cette insécurité grandissante qui paralyse le bon fonctionnement du pays, marquée notamment par les affrontements entre gangs armés provoquant des exodes massives dans plusieurs quartiers, le phénomène du kidnapping qui constitue le défi de l’heure pour les autorités, et de plus en plus de zones sous l’emprise des civils armés, cette réalité échappe totalement au locataire de la Primature. Le neurochirurgien n’a qu’un seul objectif en tête: « l’organisation et la réalisation des élections », et ce, quelque soit le prix à payer.
De l’avis de plus d’un, le gouvernement d’Ariel Henry s’enfonce de plus en plus dans l’indifférence la plus totale au lieu de s’accentuer sur une réalité plus sensible, l’extrême urgence; à savoir le rétablissement d’un climat sécuritaire serein, mais envers et contre tous, Ariel Henry et son Haut Conseil de Transition (HCT) posent les jalons de leur CEP et priorisent les compétitions électorales au détriment de la sécurité de la population.
Ariel Henry et son équipe entament des démarches dans cette perspective, auprès des organisations de la société civile et du secteur privé des affaires pour leur demander de désigner des membres devant faire partie du Conseil Électoral Provisoire.
« La préparation de la bonne élection prend beaucoup de temps. Il est important que l’organisme électoral commence au plus tôt à travailler en vue de mettre en place sa structure à travers le pays », lit-on dans une lettre du Cabinet du Premier Ministre à l’ANMH.
« Il s’agit maintenant pour le gouvernement de soumettre au Haut Conseil de la Transition 20 noms de personnalités issues de structures représentatives de la société haïtienne de l’intérieur et de la diaspora parmi lesquels le choix des membres sera effectué. Pour ce faire, le Premier Ministre vous demande de proposer une seconde personne », a indiqué le chef de cabinet du PM de facto.
La Primature a aussi demandé à la corporation des journalistes de proposer une seconde personne dans le cadre de cette procédure de désignation. Au plus tard, le 17 avril 2023, le nom de la personne choisie par l’ANMH devrait être communiqué au bureau du Premier Ministre. Mais, jusqu’à date, l’ANMH n’a pas répondu à la correspondance, vu que son vice-président a été kidnappé dans la même semaine. Le président de la dite association, Jacques Sampeur, a fait savoir que l’association répondra incessamment à cette correspondance.
Plutôt que d’agir en fonction des revendications de la population qui réclame à cor et à cri des actions concrètes contre les gangs armés qui répandent la terreur partout et ailleurs sur le territoire national, le gouvernement fait la sourde oreille et se penche vers son désir ardent de relever le défi qu’est d’organiser les élections présidentielles, législatives et municipales afin de se dresser un satisfecit, malgré son bilan catastrophique depuis sa prise de fonction en septembre 2021.
Après le consensus politique clandestin du 21 décembre 2022, qui, selon les protégés d’Ariel Henry, était un consensus large, le gouvernement illégal, inconstitutionnel et illégitime qui en somme, de simple accord, éclipse la loi mère du pays.
