Environ une cinquantaine de policiers sont assassinés, des dizaines de matériels de la police incendiés ou sont en possession de bandits, sans compter le nombre incalculable de commissariats et sous-commissariats livrés aux groupes armés, depuis l’arrivée de Frantz ELBÉ à la tête de l’institution policière. Pourquoi Frantz ELBÉ reste t-il toujours en poste ?
L’assassinat crapuleux des 3 agents de l’Unité Temporaire Anti Gang (UTAG), à Delmas, révolte plus d’un. Les corps des agents calcinés ont été humiliés, décapités et projetés sous les réseaux sociaux, ce qui n’est pas une grande première sous le règne du fameux incompétent Frantz ELBÉ.
L’assassinat de ces derniers porte à environ une vingtaine, la quantité de policiers tués, en Haïti, de janvier à date. Plus de 5 véhicules blindés ont été incendiés ou détruits par des gangs armés, qui semblent ne pas éprouvés de peur.
Une quantité exorbitante de prisons, commissariats, sous-commissariats et antennes de police incendiés, démolis par les bandits ou abandonnés par les force de l’ordre. Tout ceci se passe sous les yeux complices de Frantz ELBÉ qui est, pourtant, le numéro 1 de l’institution policière.
Depuis son arrivée en octobre 2021, le bilan du patron de la PNH est nul en terme d’opérations. Seulement le gang « Ti makak », a été démantelé. Même le Directeur Général de la PNH n’est pas épargné de l’arrogance des gangs armés. Il a, lui aussi, fui sa résidence privée, suite à une irruption des groupes armés.
Bien que Frantz ELBÉ détienne une maîtrise en Défense et Sécurité du Continent Américain de l’Inter American Defense College (IADC) Washington DC, il affiche une incompétence extrême à la tête de la PNH.
Avec Frantz ELBÉ, la Police Nationale d’Haïti (PNH) est devenue plus désorientée, politisée, s’éloignant ainsi de sa noble mission qui est de protéger et servir la population, qui doute de la capacité de la PNH. Le haut commandement de la PNH montre qu’il ne répond pas aux exigences de l’heure, en matière de sécurité.
Le choix de Frantz ELBÉ a été imposé par certaines ambassades, selon plus d’un. Malgré la disponibilité des millions de dollars alloués au Service d’intelligence, aucun résultat palpable n’a été remarqué pendant son passage à la tête de la PNH, bien au contraire, l’argent a été mal utilisé, voire détourné par les responsables.
Le Directeur Général par intérim a été l’un des pions de l’échec cuisant du gouvernement d’Ariel Henry. Le Conseil Présidentiel de Transition et le Premier ministre, Garry CONILLE, semblent vouloir faire cavalier avec celui qui a conduit le pays à ce stade du point de vue sécuritaire.
Malgré l’exigence d’une frange de la population haïtienne réclamant le départ de Frantz ELBÉ à la tête de la PNH, il reste en poste après tous ces événements troublants qui ont déstabilisé l’institution. Le CPT et le nouveau gouvernement transitoire vont-ils s’associer avec le commandant en Chef de la police juste pour plaire à la communauté internationale qui lui avait offert ce poste ?
Le phénomène de l’insécurité semble dépasser les responsables de la PNH. Aujourd’hui les bandits armés montrent qu’ils n’ont aucune limite et la Police Nationale d’Haïti ne peut pas les ébranler. La population haïtienne, quant à elle, continue d’être victime de leurs actes ignobles.
L’institution Policière fête, aujourd’hui, son 29e anniversaire avec, à sa tête, un incompétent, un personnage insoucieux et insouciant, un homme qui ne voit que ses propres intérêts, et non celui de la population. Frantz ELBÉ, un nom qui fera partie des dirigeants qui n’ont rien fait pour sortir le pays du marasme dans lequel il est plongé.
