À six jours de la clôture de l’exercice fiscal 2024-2025, le Gouvernement haïtien a approuvé, en Conseil des Ministres, le lundi 22 septembre 2025, un budget rectificatif de 317,7 milliards de gourdes. Présentée comme une réponse aux urgences sociales, cette décision soulève des interrogations sur la planification et la rigueur de l’action publique.
Le nouveau budget, en baisse de 1,8 % par rapport aux prévisions initiales, prévoit de réaffecter certains crédits peu utilisés vers l’éducation, le soutien social et la sécurité. La Primature explique que cette réorientation vise à répondre aux besoins immédiats des familles, mais son adoption tardive limite fortement le temps disponible pour sa mise en œuvre.
Parmi les mesures prioritaires, figurent un transfert monétaire destiné à 200 000 parents d’élèves, des travaux rapides dans les écoles et la distribution de kits scolaires comprenant sacs, uniformes et fournitures. Ces actions, jugées essentielles, risquent toutefois d’être difficilement exécutables dans le délai imparti, alors que les classes doivent rouvrir le 1er octobre, selon le Ministère de l’Éducation Nationale et de la Formation Professionnelle (MENFP).
Pour plusieurs économistes, ce budget rectificatif reflète davantage une urgence politique qu’une véritable anticipation budgétaire. L’adoption précipitée du plan, à la veille de la fin de l’exercice, révèle des failles dans la gouvernance et la planification financière du pays.
