À l’OEA, le Premier Ministre Alix Didier FILS-AIMÉ détaille les défis et priorités de la transition
Le Premier Ministre Alix Didier FILS-AIMÉ, a présenté, ce mercredi 27 août 2025, devant le Groupe des pays amis d’Haïti à l’Organisation des États Américains (OEA), les priorités de la transition en cours. La rencontre, réalisée dans le cadre du suivi de la résolution 5882 adoptée en juin 2025, a réuni des représentants de l’ONU, de la CARICOM et des États membres et observateurs de l’OEA.
Dans son intervention, le Premier Ministre a souligné que la sécurité est le principal défi du pays. Selon lui, la persistance des groupes armés entrave la vie quotidienne des citoyens et rend prioritaire le renforcement des Forces Armées d’Haïti (FAD’H) et de la Police Nationale d’Haïti (PNH). Il précise que son Gouvernement prévoit d’augmenter les effectifs, d’améliorer les capacités opérationnelles et d’acquérir des équipements modernes pour ces institutions. Il a également mentionné l’importance de la coopération internationale pour limiter l’acheminement d’armes et de munitions aux gangs et pour sécuriser les frontières, ports, aéroports et côtes maritimes.
Les élections et la gouvernance
Le Premier Ministre a présenté l’état d’avancement du processus électoral. Il annonce que depuis la création du Conseil Électoral Provisoire (CEP) en octobre 2024, plus de 85 % des centres de vote sont disponibles et plus de 70 % du personnel électoral a été recruté et mobilisé. Il a également indiqué que 65 millions de dollars ont été sécurisés pour soutenir le processus, tout en appelant à un appui technique et logistique pour garantir l’inclusivité, notamment en faveur des femmes, des jeunes et des personnes handicapées.
Sur le plan institutionnel, il insiste sur l’importance du consensus politique et de la réforme de la gouvernance, notamment dans la lutte contre la corruption et le renforcement de l’État de droit. Le Premier Ministre a rappelé l’attachement de son Gouvernement à l’Accord du 3 avril 2024 et à la nécessité de promouvoir la transparence et la redevabilité des institutions.
Crise humanitaire et relance économique
Le Premier Ministre a évoqué la situation humanitaire et économique du pays, à savoir l’insécurité alimentaire, la malnutrition infantile, les hôpitaux partiellement fonctionnels et les écoles fermées. Il affirme que son Gouvernement a assisté plus de 200 000 familles vulnérables, mais il souligne que les besoins sont largement supérieurs aux ressources disponibles.
Concernant l’économie, il décrit un contexte de récession prolongée et de chaînes logistiques perturbées. Il dit que son Gouvernement prévoit de soutenir les petites et moyennes entreprises et de développer deux pôles économiques stratégiques dans le Grand Nord et le Grand Sud, en mettant l’accent sur l’agro-industrie, le textile, le tourisme, les énergies renouvelables et les services externalisés.
Feuille de route et coopération internationale
En conclusion, le Premier Ministre a réitéré l’engagement d’Haïti à mettre en œuvre la feuille de route proposée par l’OEA. Il a proposé la création d’un comité mixte d’experts haïtiens et de l’organisation hémisphérique. Selon lui, cette démarche doit permettre de traduire les engagements en actions concrètes et coordonnées, tout en assurant la cohérence avec les priorités nationales et les ressources disponibles.
