La ministre Sandra PAULEMON appelle à réduire la dépendance à l’aide internationale en santé à Washington
En visite officielle aux États-Unis et en marge des Réunions de Printemps du Fonds Monétaire International et de la Banque Mondiale, la Ministre de la Planification et de la Coopération Externe, Sandra PAULEMON, est intervenue, ce mardi 14 avril 2026, à la George Washington University. Elle y a présenté la vision du Gouvernement haïtien en matière de financement du système de santé.
Invitée par l’Institute for African Studies, la Ministre a engagé un échange académique autour des défis sanitaires et des stratégies de mobilisation des ressources. Elle a d’abord dressé un état des lieux du système de santé en Haïti.
Selon elle, ce système reste marqué par des contraintes structurelles et une forte dépendance à l’aide internationale. Toutefois, elle a présenté les orientations du Gouvernement dirigé par Alix Didier FILS-AIMÉ, visant à élargir l’accès aux soins, notamment pour les populations vulnérables.
Par ailleurs, la titulaire du MPCE a insisté sur les effets de l’insécurité sur la santé publique. Elle a évoqué la situation des femmes et des jeunes filles, confrontées à des violences.
En outre, elle a souligné les difficultés d’accès aux services médicaux et psychosociaux. Elle a également attiré l’attention sur les risques auxquels sont exposés les jeunes garçons, notamment le recrutement par des groupes armés.
Face à ces défis, Sandra PAULEMON a défendu un renforcement du financement interne du secteur de la santé. Selon elle, cette approche doit permettre à l’État de mieux répondre aux besoins de la population.
Ainsi, elle estime qu’un financement accru contribuerait à bâtir un système plus équitable tout en rappelant que le secteur de la santé joue un rôle central dans la protection sociale et la stabilité du pays.
La Ministre a également évoqué le rôle du Ministère de la Planification et de la Coopération Externe (MPCE) dans la coordination des ressources nationales et internationales. Elle a insisté sur la nécessité d’une meilleure articulation entre les financements extérieurs et les priorités publiques, en lien avec le Ministère de la Santé Publique et de la Population (MSPP).
En conclusion, Madame PAULEMON a souligné que les fluctuations récentes de l’aide internationale mettent en évidence la fragilité du modèle actuel. Elle a réaffirmé la volonté du Gouvernement de renforcer les ressources internes et d’améliorer la gestion des services essentiels, tout en maintenant l’appui aux populations les plus exposées.
