Sterline CIVIL a pris la tête du Fonds National de l’Éducation (FNE) en tant que Directrice Générale. Lors de son installation, ce mardi 18 février 2025, la professeure d’universités a fait part de son engagement à transformer cette institution en un modèle de gouvernance publique, en mettant l’accent sur la transparence, l’inclusivité et l’innovation, afin d’assurer un accès équitable à une éducation de qualité pour chaque enfant haïtien, indépendamment de son origine sociale ou géographique.
L’installation de Madame CIVIL a eu lieu en présence de la Ministre de la Planification, Kethleen Florestal, du Ministre de l’Agriculture, Vernet Joseph, ainsi que de la Ministre des Haïtiens vivant à l’étranger (MHAVE), Kathia Verdier, et de plusieurs responsables du FNE. Sterline CIVIL remplace à ce poste Jean Ronald JOSEPH, qui l’a occupé pendant environ quatre ans.
Dans son discours inaugural, Sterline CIVIL a exprimé un profond sentiment d’honneur et de responsabilité, remerciant chaleureusement le Conseil Présidentiel de Transition (CPT), le Premier Ministre, le Ministre de l’Éducation Nationale et de la Formation Professionnelle (MENFP), ainsi que toutes les personnes ayant placé leur confiance en elle. Elle a souligné que cette confiance représente non seulement un privilège mais aussi un appel à l’action, et elle s’engage à remplir ses nouvelles responsabilités avec détermination, intégrité et dévouement.
Les défis à relever pour un FNE plus transparent et efficace
L’ex-Directrice des Affaires Consulaires au Ministère des Affaires Étrangères reconnaît que la mauvaise gestion passée du FNE, les infrastructures scolaires insuffisantes, les ressources limitées et les inégalités d’accès à l’éducation représentent des défis considérables. Cependant, elle a clairement affirmé : « Sous ma direction, le FNE doit devenir un exemple de bonne gouvernance. Chaque gourde issue du compte du FNE doit avoir un impact tangible et mesurable sur l’éducation en Haïti ». Son objectif est de créer un environnement éducatif où chaque voix est entendue et où la collaboration est essentielle pour le développement durable du secteur.
L’innovation sera également un axe central de sa gestion. Sterline CIVIL souhaite faire du FNE un véritable laboratoire d’idées, capable de répondre aux défis contemporains du secteur éducatif haïtien, en intégrant de nouvelles méthodes pédagogiques, des technologies modernes et une réorganisation efficace des processus internes. Ces efforts visent à préparer les jeunes Haïtiens à un avenir globalisé et en constante évolution.
Cependant, plusieurs obstacles majeurs devront être surmontés. La gestion des ressources reste un enjeu crucial, notamment pour le financement des écoles publiques dans un contexte économique difficile. De plus, la situation sociopolitique du pays impose une gouvernance forte et transparente, essentielle pour lutter contre la corruption et diversifier les sources de financement pour l’éducation.
Un parcours impressionnant et une vision claire pour l’éducation en Haïti
Sterline CIVIL, née le 20 juin 1994 à Miragoâne dans le département des Nippes, est une diplomate, femme politique et éducatrice haïtienne. Après des études en relations internationales à l’Académie Nationale Diplomatique et Consulaire (ANDC) et à l’Université Quisqueya, elle a obtenu deux masters en droit international public et en sciences politiques à l’Université Paris-Saclay. Elle enseigne actuellement à l’Université Quisqueya et à l’Université d’État d’Haïti, où elle dispense des cours sur les relations internationales, les droits de l’homme et la politique haïtienne.
Avant de prendre la tête du FNE, Sterline CIVIL a occupé plusieurs rôles clés dans l’administration publique, notamment en tant qu’ancienne Directrice des Affaires consulaires au Ministère des Affaires Étrangères et Ministre Conseiller à la Mission Permanente d’Haïti auprès des Nations Unies. Son engagement politique en tant que Secrétaire générale du parti Les Engagés pour le Développement (EDE) témoigne également de son dévouement au service public.

En prenant les rênes du FNE, Madame CIVIL s’engage à transformer cette institution en un modèle de gestion publique.
