Une importante réunion s’est tenue au Conseil de Sécurité de l’ONU, le lundi 26 septembre 2022, sur la situation actuelle d’Haïti. Cette rencontre avait pour objectif d’analyser les défis auxquels fait face l’État haïtien, et de discuter de divers moyens pouvant améliorer la situation. En dépit de l’instabilité politique persistante, la croissance de l’inflation, la crise humanitaire et l’augmentation du niveau de la violence, le Ministre des Affaires étrangères haïtien, Jean Victor GÉNÉUS, a déclaré que tout fonctionne normalement en Haïti.
La cessation des bandes armées, la lutte contre le trafic d’armes, la gestion et le contrôle des frontières et des ponts, un processus politique et électoral étaient l’objet de cette réunion, organisée par le Conseil de Sécurité des Nations Unies. Cette rencontre a regroupé des représentants de plusieurs pays comme Haïti, les Etats-Unis, la Russie, la Chine, le Mexique, l’Albanie, la République Dominicaine et autres.
Le représentant des États-Unis a annoncé un projet de résolution, de concert avec le Mexique, sur la sécurité d’Haïti. Il a confirmé le soutien de Washington à la Police Nationale d’Haïti(PNH) pour l’examination de 100 premiers policiers et de leur nouveau programme de formation. De même, l’ambassadeur de la Chine, M. Gen SHUANG, a demandé au Bureau Intégré des Nations Unies en Haïti une liste des bandes criminelles et de leurs chefs. Il a aussi demandé au BINUH de travailler davantage, afin d’éliminer l’opinion négative des haïtiens à son sujet.
Le représentant de la Russie a affirmé ne voir aucune option cohérente pour le retour d’Haïti sur la voie constitutionnelle et du développement. Donc, il a proposé un large dialogue politique, un processus d’élection et de réforme. Il a aussi appelé à la communauté internationale de corriger leurs erreurs, et de définir les moyens pour qu’Haïti puisse sortir, sans ingérences, dans les affaires intérieures.
Le Mexique, à son tour, a annoncé ses attentes sur les informations du gouvernement, concernant les mesures pour un processus politique et électoral. L’ambassadeur de l’Albanie a fait le point sur les distinctions au sein de la classe politique et a aussi appelé les acteurs haïtiens à prendre le chemin des élections.
Le représentant de l’Islande, de son côté, a déploré et condamné le meutre de deux (2) journalistes haïtiens, il y a peu de temps. Il a aussi déclaré que les journalistes doivent être sans craintes dans l’exercice de leurs fonctions. Tayson LARTIGUE et Frantzsen CHARLES, respectivement fondateur de ti Jenn jounalis, et FS News Haïti, ont été tués lors d’un reportage sur les affrontements entre gangs armés à Cité Soleil.
Le BINUH, lors de cette réunion, a affirmé une perte de 5 millions de dollars d’aide alimentaire. Il a également perdu 1/3 de son stock, avec plus de 2000 tonnes métriques de nourriture, lors des attaques contre le PAM en Haïti. Mme Helen LA LIME, représentante spéciale de BINUH, a fait le point sur la difficulté pour les acteurs politiques haïtiens de trouver un terrain d’entente pour les élections.
«À l’exception de quelques cas Isolés, la situation est globalement sous contrôle, et le calme est revenu dans plusieurs parties du pays», a déclaré Jean Victor GÉNÉUS, le ministre des Affaires étrangères d’Haïti, inversement aux différents représentants des autres pays au Conseil de Sécurité des Nations Unies. Il a également profité d’acclammer la PNH pour son professionnalisme dans sa reprise de contrôle de la situation, et la façon dont elle a limité les dégâts face à des gangs mieux équipés et mieux armés.
Rappelons que la situation du pays s’est détériorée ces dernières semaines. Les mouvements anti-gouvernementaux dans de nombreuses régions du pays persistent. À nos jours, des bariccades sont placées dans divers endroits de la capitale, comme dans les villes de province. Les banques restent toujours fermées, une partie du secteur informel essaie de fonctionner, mais avec une paix chancelante. Chaque jour qui passe, les protestations prennent d’autres dimensions. Les protestataires réclament la démission du Chef du gouvernement qui, selon eux, n’est pas crédible pour diriger le Pays et organiser les prochaines élections.
La situation sécuritaire ne cesse de s’aggraver. Les bandes armées se livrent aux combats avec les autorités policières. La rentrée du Terminal varreux est toujours occupée par la bande G9, et ils ne laissent aucune véhicule sortir avec du carburant. Le risque d’enlèvement s’accroît ces dernières semaines, plusieurs cas de kidnapping ont été enregistrés: le 25 septembre 2022, au moins 4 personnes ont été enlevées à Carrefour. Le lundi 26 septembre, six(6) employés du MENFP, dont le DG de L’ ONAPE, ont été victimes d’enlèvement dans différents endroits.
Le niveau de la faim augmente de plus en plus, 4.5 millions de personnes font face à un niveau élevé d’insécurité alimentaire, selon le PAM. La hausse coût pousse la population à bout de souffle. Plusieurs hôpitaux ne fonctionnent presque pas en raison du problème de carburant.
Avec tout ça, si tout est sous contrôle du gouvernement, on pourrait se questionner sur sa volonté à poser davantage d’actions pour donner une réponse appropriée à tous ces problèmes.
