Près de 11,000 « Madan Sara » se sont décapitalisées en raison de la détérioration de la situation sécuritaire du pays, c’est ce qu’a révélé la présidente du Rassemblement des Madan Sara d’Ayiti (RAMSA), Jocelyne Jean Louis. Elle appelle les autorités gouvernementales à œuvrer en vue de résorber le phénomène de l’insécurité qui constitue un handicap pour les commerçants et commerçantes du secteur informel de s’approvisionner en raison du blocage des principales routes nationales par des groupes armés. L’association cite, comme exemple, le point de péage installé par des individus armés à l’entrée de la capitale.

Aucun secteur de la vie nationale n’est épargné au phénomène de l’insécurité qui s’installe de plus en plus dans le pays. Avec la recrudescence de l’insécurité, les « Madan Sara », rudes travailleuses au quotidien, ne cessent d’être victimes d’actes d’injustices et d’agressions. La déchéance de leur commerce que les nombreux prêts concoctés ne parviennent pas à restaurer. La conséquence pèse lourdement sur cette couche de la société haïtienne qui représente un grand atout dans l’économie nationale. Ce qui a de graves conséquences sur la production nationale et entrave l’économie haïtienne, car ce secteur informel représente 65% de l’économie nationale, selon les chiffres officiels.

Violées, kidnappées, rançonnées, déshumanisées, volées, et parfois tuées, le calvaire de ces commerçantes appelées « Madan Sara » est énorme depuis l’hégémonie des gangs armés qui occupent, du Nord au Sud, la majorité des territoires du pays. Ces femmes qui jouent un rôle extrêmement important dans l’économie nationale, en assurant la transition des produits agricoles et autres types de marchandises des producteurs locaux et grossistes vers différents marchés de la capitale, sont asphyxiées par la détérioration de la situation sécuritaire du pays. Décapitalisées et appauvries, elles sont les proies privilégiées des bandits en complicité avec l’État.

Si, jadis, ces commerçantes devaient se préoccuper de l’entrée Sud de Port-au-Prince, notamment le quartier de Martissant depuis tantôt deux ans, ces femmes se sont maintenant confrontées à de grandes difficultés à mener à bien leurs activités commerciales en raison de la détérioration du climat sécuritaire au Nord de la capitale, principalement à Canaan et dans le département de l’Artibonite. Elles sont devenues les cibles privilégiées des bandits armés, car elles ne sont exemptées de la cruauté et de la fureur des malfrats. Le passage à Canaan est aussi effrayant que Martissant.

Les « Madan Sara », durement éprouvées par l’insécurité

Il est midi dépassé sous un soleil de plomb, Nadette, vêtue d’un jeans bleu marin et d’un T-shirt long et noir, vient à peine de descendre d’un camion, au marché public de « Télélé », sur la Route de Frères, commune de Pétion-ville. Visage crispé, d’un air désespéré, elle attend des clients pour se débarrasser des marchandises qu’elle vient d’emmener au marché communal au prix d’énormes sacrifices en termes de temps, d’énergie, et dont le transport lui a coûté le triple qu’auparavant.

La jeune dame qui frise la quarantaine a pu consacrer plus d’une dizaine d’années à ce secteur pour élever ses deux filles. Elle n’a pas un produit préféré : elle vend parfois du riz national, de la pomme de terre, de la carotte ; parfois de la patate ou de la banane tout dépend de la saison. Elle ne cache pas ses préoccupations face au phénomène d’insécurité généralisé qui s’installe sur les grands axes routiers, notamment les routes nationales #1, 2 et 3.

« Je suis obligée de me rendre dans plusieurs villes de provinces presque chaque semaine pour acheter des marchandises que je dois revendre afin de pouvoir en tirer des bénéfices, parfois dans le Nord et dans le Sud. C’est assez compliqué avec l’installation des gangs à Canaan et à Martissant. Nous sommes souvent victimes, car les bandits nous violent, nous exigent de payer pour pouvoir passer avec facilité avec nos marchandises, ils saisissent parfois nos marchandises », nous a raconté Nadette.

L’insécurité, un vieux larron pour l’économie

Ajouté à cela, elle estime que la hausse exagérée du prix des produits alimentaires locaux est due au phénomène d’insécurité, car, soutient-elle, le fait que les Madan Sara paient les bandits tout au long de la route en plus les chauffeurs et transporteurs augmentent leur tarif, elles sont obligées de vendre les produits de manière à en tirer bénéfice.

Madame Sanile, une « Madan Sara » en provenance d’une commune du département de la Grand ‘Anse qui a l’habitude d’effectuer des voyages hebdomadaires afin de livrer des vivres du marché de Jérémie à Port-au-Prince, se plaint du fait que ses activités ne rapportent pas assez, comme c’était le cas 15 ans de cela. Selon elle, la rareté récurrente du carburant sur le marché local, les troubles politiques et la prolifération des gangs dans chaque coins et recoins du pays sont les principales raisons qui expliquent cette chute.

« Nous sommes l’un des secteurs les plus touchés par l’insécurité. Les bandits armés ne cessent de détourner nos camions de marchandises. Ils nous violent, nous enlèvent, et nous tuent au cas où ils n’obtiennent pas le montant exigé comme rançon », a-t-elle déclaré

Les conflits armés à Martissant, Canaan, la Saline qui empêchent les marchandes, notamment les Madan Sara, d’atteindre les grands marchés publics du Centre-ville comme la Croix-des-Bossales et le marché Salomon, entres autres, constituent d’autres impacts au niveau d’échange de produits agricoles de premier plan en provenance du grand Sud et du grand Nord.

Autre impact, c’est le manque à gagner pour les marchandes qui sont obligées de vendre leurs produits à des prix exorbitants à un public très restreint afin de ne pas tout perdre. Alors qu’elles représentent le poumon de l’économie nationale, mais l’État continue de faire la sourde oreille aux cris de ces femmes en détresse qui sont les piliers des familles haïtiennes. Une situation qui risque de plonger le pays au plus profond de l’abîme, surtout sur le plan économique avec l’inflation qui avoisine les 50%, la cherté de la vie, et beaucoup plus de personnes risquent de tomber dans le chômage qui est déjà trop élevé.
