Il est d’une tradition haïtienne que des activités soient organisées pour marquer certaines dates. Par exemple, le 18 mai, des parades se tiennent pour marquer la fête du drapeau. Mais, depuis un certain temps, ces dates passent comme une lettre à la poste. Les traditions sont en voie de disparition en raison de l’insécurité qui sévit dans le pays. Cependant, peut on parler de fête de l’agriculture et du travail en Haïti? Un pays où aucune politique agricole n’est mise en place et que le chômage atteint son paroxysme. En effet, parler de l’agriculture et du travail en Haïti paraît utopique voire illusoire, à cause des instabilités politiques et l’insécurité qui bat son plein contrairement à la constitution de 1816 dont l’article 34.1 est consacré à la masse des travailleurs et à l’agriculture.
En effet cela a commencé en 1886 aux États-Unis, dans la ville de chicago. Avec le moving day, les employés exigeaient une durée de travail allant jusqu’à 8heures à l’opposé de la durée habituelle qui était entre 10 et 12 heures par jour. Ils ont décidé de se mobiliser le 1er mai 1886 avec une grève nationale respectée et appliquée par plus de 340.000 employés.
Par ailleurs, le 3 mai 1886 au cours d’une manifestation, des policiers ont tué des manifestants à chicago. Ce qui va susciter de nombreuses réactions dans le monde ainsi qu’en Europe.
À la suite de ces événements, en Haïti, le président Louis Étienne Félicité Salomon Jeune, qui règne en maître avec la constitution de 1879, déclare la fête de l’agriculture constitutionnelle, sans aucune date précise.
Ainsi, le 29 avril 1948, le 1er mai devient un jour chômé et payé, dans le but de commémorer les luttes menées par des travailleurs pour en finir avec les conditions infrahumaines dans lesquelles ils évoluaient avec une durée de 12 heures de dur labeur,
Alors que le chômage est à un niveau prépondérant dans le pays et l’agriculture meurt à petit feu, le sens de cette date est presque sans valeur. Peut on vraiment parler de « fête du travail et de l’agriculture? »
Selon plus d’un, l’État devrait plutôt organiser des ateliers à travers le pays, afin de produire des réflexions et des propositions de nature à réhausser l’agriculture haïtienne.
