Fritz Alphonse JEAN a pris ses fonctions, ce vendredi 7 mars 2025, en tant que troisième Président du Conseil Présidentiel de Transition (CPT), dans le cadre de la présidence tournante. Lors de la cérémonie de passation de pouvoir, le Représentant de l’Accord Montana a souligné l’urgence de l’unité nationale face à l’insécurité croissante imposée par les gangs armés. Il succède à Leslie VOLTAIRE.
Dans son discours inaugural, l’économiste a dénoncé l’ampleur des violences perpétrées par les gangs, notamment dans l’Ouest et l’Artibonite, deux régions particulièrement affectées. Il a insisté sur la nécessité d’une intervention rapide et efficace de l’État pour démanteler ces groupes criminels, pointant du doigt l’implication d’acteurs politiques et économiques dans leur financement et leur expansion.
« Notre pays est en guerre aujourd’hui, c’est pourquoi nous devons nous unir pour la gagner », a-t-il déclaré avec force.
Le nouveau Président du CPT a annoncé une série de mesures stratégiques visant à restaurer l’ordre, notamment un budget rectificatif de guerre pour financer les opérations de lutte contre les gangs. L’activation du décret créant l’Agence Nationale d’Intelligence, destinée à améliorer la coordination des actions sécuritaires.
Le recrutement de plus de 3 000 jeunes pour renforcer les Forces Armées d’Haïti (FAd’H) et la Police Nationale d’Haïti (PNH) d’ici la fin de l’année et un protocole d’accord entre les FAd’H et l’Agence nationale des aires protégées, visant à intégrer la Brigade de surveillance des aires protégées (BSAP) dans la lutte contre les gangs.
Il promet le renforcement des capacités maritimes et aériennes pour mieux contrôler les frontières, longtemps considérées comme des voies ouvertes au trafic d’armes et de drogues.
Un engagement ferme pour une transition électorale en 2026
Le nouveau Coordonnateur du CPT a réaffirmé son engagement à respecter l’échéance du 7 février 2026 pour rétablir l’ordre constitutionnel et organiser des élections démocratiques. Selon lui, cette transition doit conduire à un retour à la stabilité institutionnelle et à la mise en place d’un gouvernement légitime, capable de répondre aux attentes du peuple haïtien.
Les autres membres du CPT, Edgard Leblanc FILS et Leslie VOLTAIRE, ont tenu des discours similaires, insistant sur la nécessité de redonner confiance à la population. Toutefois, pour beaucoup d’Haïtiens, ces annonces doivent rapidement se transformer en actions concrètes.
Fritz Alphonse JEAN, désormais aux commandes du Conseil Présidentiel de Transition, a l’opportunité de mettre en œuvre ses idées, régulièrement exprimées lors de ses interventions médiatiques. Reste à voir si ces intentions se traduiront en résultats tangibles, alors que la population attend des mesures immédiates pour freiner la spirale de l’insécurité et de l’instabilité politique.
