Le journal dominicain, Listin Diaro a rapporté que 23.829 migrants haïtiens ont été rapatriés en Haïti par les agents de la Direction Générale de la Migration de la République Dominicaine pour le mois d’août. San Juan de la Maguana, Barahona, Independencia, Elías Peña, Azua et Peravia, ainsi que dans le Grand Saint-Domingue, San Pedro de Macorís, La Romana, Santiago et Puerto Plata sont entres autres les provinces où ces compatriotes ont été arrêtés pour en suite être refoulés. Les rapatriements sont effectués un peu partout sur les différents points frontaliers comme : Ouanaminthe, Malpasse, Belladères, Anse à Pitres, etc.
La République Dominicaine poursuit les déportations massives des migrants haïtiens et des citoyens dominicains d’ascendance haïtienne. Les droits humains les plus élémentaires sont foulés aux pieds au cours de ces déportations. Des militaires dominicains ont arrêté, le 6 septembre 2023, dans la province de Santiago Rodríguez; une quinzaine de ressortissants haïtiens prétextant qu’ils vivent illégalement sur le territoire dominicain. Les migrants haïtiens ont été transférés à la Forteresse du Général Santiago Rodríguez, pour être remis à la Direction Générale de Migration pour leur rapatriement, selon Listin Diaro.
« Si demain tu es toujours là, on te tue », témoigne un père de famille, fuyant la république voisine face aux menaces des policiers dominicains au niveau des lignes frontalière.
Le cas de cet homme, qui était en situation irrégulière, avec des enfants pourtant nés sur le sol dominicain; n’est pas isolé.
La République Dominicaine, signataire de convention, traité et protocole relatifs au respect du droit des migrants comme celui voté en décembre 1999 avec Haïti communément appelé : Protocole d’accord sur les mécanismes de rapatriement, ne fait montre; pourtant, d’aucune volonté à respecter ces dispositions tenant compte des agissements cruels et inhumains vis-a-vus des haïtiens. La majorité des déportations sont réalisées à l’insu des autorités haïtiennes contrairement au Protocole d’accord sur les mécanismes de rapatriement signés par les gouvernements haïtien et dominicain le 2 décembre 1999.
En 2015, en marge d’une visite du secretaire d’Etat dominicain aux affaires étrangères, Carlos Morales Troncoso, dans le cadre d’une préparation de politique migratoire entre les deux pays, plusieurs milliers d’haïtiens ont été déportés dans le cadre de la mise en œuvre de l’arrêt 168-13 de la cour constitutionnelle dominicaine. Hommes, femmes et enfants ont été rapatriés dans des conditions les plus inhumaines, sans eau ni nourriture.
Contrairement à la convention internationale relative à la protection de tous les travailleurs migrants et des membres de leurs familles dont l’article 10 stipule: « Nul travailleur migrant ou membre de sa famille ne peut être soumis à la torture ni à des peines ou traitements cruels, inhumains ou dégradants », les ressortissants haïtiens , pour la plupart travailleurs, sont déportés par centaine.
Le Groupe d’Appui aux Rapatriés et Réfugiés (GARR) a formulé des propositions aux deux gouvernements,
de se pencher d’avantage sur des processus de régularisation du statut des immigrants haïtiens qui travaillent en République Dominicaine depuis de nombreuses années. Le GARR avait mis l’accent sur la reconnaissance du droit à la nationalité des descendants de ces immigrants, le respect des conventions internationales, des lois nationales et protocoles passés entre les deux pays particulièrement dans les cas de rapatriements.
A l’Etat haïtien de : Travailler à un renforcement de la représentation diplomatique d’Haïti en terre voisine afin de pouvoir répondre plus facilement et plus efficacement aux besoins de ses ressortissants dans ce pays. S’assurer d’un meilleur contrôle des conditions de rapatriement par des structures compétentes ou encore la mise sur pied de programmes de réinsertion de ces rapatriés.
Ces deux dernières années, face aux fréquentes situations de troubles socio-politiques auxquelles Haïti est confrontée, ont provoqué l’augmentation de l’affluence du nombre d’immigrants haïtiens en République Dominicaine et par la même, le nombre de déportés haïtiens. Plus de 60.000 haïtiens ont été rapatriés en l’espace de 3 mois s’est venté le president dominicain Luis Abinader en 2022.
En quête d’une vie meilleure, des milliers d’Haïtiens continuent encore de laisser le pays à destination de la République Dominicanie pour au final entreprendre des activités jugées trop dures par les dominicains, les migrants haïtiens travaillent souvent dans les plantations de canne à sucre, dans la construction, comme domestiques ou dans d’autres emplois à bas salaires rapporte le journal international « La Presse » citant la plupart des rapatriés.
« je ne peux trouver du travail dans d’autres secteurs. Dans le domaine de la construction je travaille seulement pour 500 pesos, soit 20 dollars américain, par jour», témoigne un jeune père de famille; dans la trentaine, qui vit en territoire voisin depuis plusieurs années.
Face aux violations incessantes de tous les droits inhérents à l’homme dont sont victimes les migrants haïtiens en République Dominicaine, n’est-on pas en droit de nous demander si nos dirigeants ne forment-ils pas une cinquième colonne soutenant le malheur de nos frères en République Dominicaine ?
