Les États-Unis d’Amérique et le Panama ont soumis, en date du jeudi 28 août 2025, au Conseil de Sécurité de l’ONU, un projet de résolution visant à transformer la Mission Multinationale d’Appui à la Sécurité (MMAS), dirigée par le Kenya, en une « Force de suppression des gangs ». Cette nouvelle entité disposerait d’un mandat élargi lui permettant de conduire des opérations indépendamment de la Police Nationale d’Haïti (PNH), rapporte le journal floridien Miami Herald.
Le texte prévoit le déploiement de 5 500 agents en uniforme et 50 civils, rémunérés grâce aux contributions volontaires des États membres. L’appui logistique et opérationnel relèverait, quant à lui, d’un Bureau d’appui des Nations unies en Haïti, financé par les cotisations obligatoires, afin de garantir une stabilité budgétaire.
Contrairement à la MMAS, dont le champ d’action est limité et étroitement lié à la PNH, la future force serait autorisée à mener de façon autonome des opérations ciblées, appuyées par le renseignement, pour neutraliser et isoler les gangs. Washington estime que cette autonomie est indispensable pour sécuriser le territoire, protéger les infrastructures stratégiques et réduire l’emprise des groupes armés.
L’Ambassadrice américaine à l’ONU, Dorothy SHEA, a souligné que la nouvelle mission devra également s’attaquer aux réseaux de financement de la criminalité et au trafic d’armes. Elle a salué l’engagement du Kenya ainsi que celui des autres pays contributeurs : Jamaïque, Guatemala, Salvador et Bahamas, tout en appelant à une mobilisation plus large de la communauté internationale.
Le projet de résolution propose, en outre, la création d’un Groupe permanent de partenaires, réunissant le Canada, le Salvador, la Jamaïque, le Kenya, les Bahamas, le Guatemala et les États-Unis. Cette structure serait chargée de la coordination stratégique et du suivi politique du Bureau d’appui onusien en Haïti.
Cependant, certains experts expriment des réserves. Selon Romain Le Cour Grandmaison, de l’Observatoire Haïti de la Global Initiative Against Transnational Organized Crime, le texte présente plusieurs lacunes : faible articulation avec les autorités haïtiennes, absence de sanctions contre les acteurs politiques ou économiques liés aux gangs, et incertitude sur la durée ainsi que sur le financement réel de la mission. « Où sont les sanctions ? Où est la prise en compte du crime organisé et de l’économie politique de la violence ? », s’est-il interrogé.
Si elle est adoptée, la nouvelle force disposerait d’un mandat initial de douze mois. Ses priorités seraient la stabilisation de Port-au-Prince, la sécurisation des quartiers dominés par les gangs et la mise en place d’un environnement favorable à une reconstruction sécuritaire et institutionnelle durable.
