Environ une centaine cas de kidnapping ont été recensés dans la zone métropolitaine de Port-au-Prince a moins de 90 jours de l’année 2023. L’année dernière, 857 enlèvements ont été recensés, contre 1009 en 2021 selon le Centre d’Analyse et de Recherche en Droit de l’Homme (CARDH). Ce phénomène qui constitue une entrave à la liberté individuelle et au droits humains prend de plus en plus d’ampleur dans la société surtout ces dernières décennies.
Le Kidnapping, un mot qui est synonyme de terreur et souvenir calamiteux. L’un des caractéristiques de cette insécurité qui constitue la toile de fond du quotidien de l’haïtien. Avec la prolifération des gangs dans chaque coins et recoins du pays, ce phénomène englobe et occupe de plus en plus de place dans la société car les groupes armés sont des spécialistes de ce macabre. Au fil des années le kidnapping s’installe dans notre quotidien.
Jadis, les personnes issues de la classe d’élite étaient la priorité quasi absolue des kidnappeurs, aujourd’hui personne n’est épargnée de ce phénomène et ce quelque soit le statut social. Si autrefois, il fallait se rendre dans la rue pour être enlevé maintenant les bandits enlèvent des citoyens chez eux sous les yeux impuissants de leur proche. Port-au-Prince en plus d’être la capitale d’Haïti c’est la capitale économique des kidnappeurs et cela s’ajoute d’autres zones dans la région métropolitaine. Parfois les rapts sont produits sous les regards impuissants de la Police Nationale D’Haïti.
Face à la flambée des actes de kidnapping, la population aux abois refuse de garder le silence. Les citoyens déplorent ce phénomène qui, disent-ils, ont des graves conséquences sur la vie quotidienne.
« Le phénomène de kidnapping qui bat son plein dans le pays exprime l’inexistence de nos dirigeants, pourquoi pas celle de l’Etat. La communauté internationale, elle aussi n’est pas innocente. C’est un plan à trois : en haut il y a la communauté internationale, plus bas l’Etat et en dernier les pauvres bandits qui exécutent au bout du doigt les ordres » croit cet étudiant en Sociologie à la Faculté des Sciences Humaines (FASCH).
« Si l’État avait un plan de sécurité et si la majorité de nos dirigeants n’avaient pas des relations étroites avec les auteurs de l’insécurité notamment le phénomène de kidnapping. Si non ces actes de barbarie serait éradiqué dans notre société » poursuit-il.
Cette étudiante dans la trentaine croit que, les actes de kidnapping qui sont très en vogue dans la société haïtienne est le résultat de l’absence de plan de sécurité de ceux qui sont appelés à diriger. « Où sont passés les services d’intelligence du pays? Que font-ils? Est-ce que l’Etat ne connaît pas les endroits de séquestration? », se questionne l’aspirante politologue.
*L’Etat est-il complice ou impuissant ?*
« Le risque d’être kidnappé est équivalent tant quand on est dans la rue que chez soi. D’ailleurs nous sommes tous déjà kidnappé, car à partir de 6hr tout le monde s’empresse de rentrer chez eux. Même ceux qui nous dirigent sont restés cloîtré chez eux par peur d’être enlevé ou tué », lance la jeune dame d’une voix moqueuse.
Ce citoyen dont une proche a été victime du kidnapping déplore du fait qu’une personne qui peine à mettre la main à la bouche se trouve dans l’obligation de payer des sommes pharaoniques pour payer des enlèvements au cas où leurs proches seront emportées par cette machine infernale. Il se questionne sur l’usage de cet argent qui selon lui n’est pas resté entre les mains des kidnappeurs.
Une nette augmentation des actes de kidnapping sont recensés au sein de la société haïtienne, malgré le cris des victimes l’Etat reste dans son mutisme à nul autre pareil. Pendant ce temps les bandits enlèvent les paisibles citoyens à tour de rôle, les séquestrent et rançonnent leur proche. C’est dans ce contexte de crise sécuritaire que les agents de la PNH gagne les rues pour exprimer leur ras-le-bol contre l’insécurité. À bon nombre de raison de se poser des questions dont la détermination de l’Etat de sortir la population du bout du tunnel de cette situation accablante.
