« La rentrée des classes est désormais fixée au lundi 03 octobre prochain », a déclaré Nesmy MANIGAT, le titulaire du Ministère de l’Education Nationale et de la Formation Professionnelle (MENFP), le 26 août 2022, dans un communiqué. La date qui a été fixée pour l’année académique 2022-2023 était le 05 septembre 2022. La situation sociopolitique, la pénurie du carburant, l’insécurité sont, entre autres, les causes principales de ce report. Nous sommes à quelques jours de la nouvelle date prévue par le Ministère. La crise économique et sociale persiste. Et le problème du carburant n’est toujours pas résolu.
Selon le Ministre de l’éducation, Nesmy MANIGAT, la décision de reporter la rentrée scolaire au 03 octobre 2022, prévue initialement pour le 05 septembre, fait suite à plusieurs réunions d’échanges entre les différents acteurs de la planification de la rentrée scolaire et aussi en tenant compte des doléances communiquées par les associations syndicales. Dans le nouveau calendrier publié, le nombre de jours de classe s’élève à 184. Les écoles ouvriront leurs portes le 03 Octobre 2022, pour conclure l’année académique le 20 Juillet 2023. Le Ministre a déclaré que:«l’accélération des chantiers en matière de mobiliers scolaires, des manuels scolaires, des subventions aux parents sont au menu pour des meilleures conditions de rentrée des classes».
Par ailleurs, les différents soucis auxquels fait face la population haïtienne se révèlent être les causes véritablement liées à ce report. Car, tout comme beaucoup d’autres secteurs, la communauté éducative est fortement affectée par cette crise. Avec un taux d’inflation qui s’élève à plus de 30%, il se peut que la majorité des parents affectés par cette crise économique serait presque dans l’impossibilité d’envoyer leurs enfants à l’école. Certains parents se plaignent de l’augmentation des prix des fournitures scolaires et d’autres, des prix des produits de première nécessité.
D’autre part, il y a une insécurité chronique due aux affrontements des bandes armées. Les violences se sont multipliées ces dernières années. Par conséquent, la situation est de plus en plus compliquée dans des zones scolaires occupées par des « gangs » comme : à Croix-des-bouquets, Tabarre, Cité Soleil, Fontamara, Martissant et autres. De plus, il y a des écoles qui, à nos jours, restent paralysées.
Outre l’insécurité qui affecte la réouverture des classes, l’augmentation du prix des produits pétroliers accable d’avantage la situation sociopolitique du pays, ayant comme conséquence le » Pays lock » qui a duré plus d’une semaine. Durant cette période, plusieurs institutions scolaires étaient l’objet d’attaque des protestataires, et ce, dans différentes régions du pays. Plus d’une vingtaine d’écoles ont été vandalisées et pillées par les manifestants, dont 16 dans le département de l’Artibonite. Le samedi 17 septembre 2022, dans un communiqué, le MENFP a déploré et condamné toute attaque à l’encontre de ces institutions. Il a également appelé au respect des bâtiments scolaires, lors des protestations.
Si pour les parents la situation se révèle être très complexe, quand est-il des éducateurs qui sont des acteurs incontournables pour la réouverture des classes ?
Selons certains éducateurs, dont Kenson DÉLICE, coordonnateur de l’Union Nationale des Normaliens et des Éducateurs d’Haïti, la décision du gouvernement n’annonce aucune solution pour soulager la misère de la population, rendre disponible le carburant et résoudre le problème de l’insécurité qui, selon lui, ne favorise pas une réouverture des classes.
Alors que le MENFP a repoussé la réouverture de l’année académique presqu’un mois de cela en vue d’améliorer les conditions pour la nouvelle année scolaire, nous sommes maintenant à quelques jours de la date prévue et la situation devient de plus en plus désastreuse ces dernières semaines.
Au vu de toutes ces considérations, on se demande si les institutions scolaires pourront rouvrir leurs portes le 03 octobre prochain.
