Le Ministère de l’Économie et des Finances, par un mémorandum adressé aux ordonnateurs et ordonnateurs délégués des dépenses publiques le 27 janvier 2025, demande à ces derniers de s’assurer, par le biais de leurs services compétents, qu’aucun de leur personnel ne fasse partie d’une autre administration. Cette interdiction s’applique également aux employés des services autonomes tels que l’ONA, l’OAVCT, l’OFATMA, l’APN, entre autres.
«Il est formellement interdit aux agents publics (fonctionnaires et contractuels) d’appartenir simultanément, sauf dans les cas prévus par les lois et règlements régissant la fonction publique, à deux institutions publiques», indique le mémorandum.
Cette interdiction vise à permettre aux jeunes diplômés et professionnels d’intégrer l’administration publique. Elle a également pour objectif de réduire, voire d’éradiquer, les cas de double ou triple emploi au sein de l’administration publique.
Les agents publics concernés doivent choisir une institution, sous peine d’être contraints de rembourser à l’État les montants indûment perçus pendant plusieurs années.
