Haïti-Politique : Nouvel échec de la CARICOM, aggravation de la crise haïtienne
Les personnalités éminentes de la CARICOM ont laissé le pays ce 10 septembre 2023, sans rien de concret, car aucun accord n’a été trouvé entre les acteurs politiques, après leur séjour d’une semaine en Haïti. À la veille, ils ont vainement organisé une rencontre entre les signataires de l’accord du 21 décembre et ceux de la déclaration de Kingston.
En quête d’un accord élargi, les émissaires de la CARICOM se sont livrés à corps perdu afin de trouver une entente, à la crise politique, entre les protagonistes. La délégation régionale part, une nouvelle fois, les mains vides.
Les pourparlers entre le pouvoir en place et l’opposition n’ont pas débouché sur une quelconque entente entres les deux parties. Après plus de deux heures de discussions, les deux groupes se sont seulement mis d’accord sur un nouveau agenda de dialogue, devant débuté le 12 septembre prochain. Quoiqu’ils ignorent jusqu’à date les points qui seront débattus.
Au tour de la table, dans un camp on retrouve; les alliés; les flatteurs et les signataires de l’Accord du 21 décembre 2022 : Sorel Jacinthe, Joseph Domingue Orgella, Abel Descollines, Jorchemy Jean Baptiste, A Rodon Bien Aimé, André Michel entres autres, qui entourent le premier ministre, Ariel Henry.
En face, l’opposition fébrile s’unissant autour de la déclaration de Kingston: Claude Joseph de EDE, Maryse Narcisse représentant de Fanmi Lavalas, Ted Saint Dic représentant de l’Accord Montana, Emmanuel Ménard de la Force Louverturienne, Edgard Leblanc de l’OPL, Stéphane Vincent de En Avant et Alix Prophète.
L’opposition n’en démord pas! Elle veut la tête d’Ariel Henry sur la table des négociations, car selon elle, le neurochirurgien et son gouvernement sont des incapables et des incompétents, tenant compte de la situation sécuritaire, économique, sociale et politique actuelle.
Quant au gouvernement et ses alliés de l’accord du 21 décembre, la Primature n’est pas négociable, ils préconisent : « l’élargisement du Haut Conseil de Transition (HCT), passant de 3 à 5 membres et la formation d’un gouvernement dit d’union nationale. »
Incapable de changer le statu quo
Lors du dialogue inter-haïtien qui s’était tenu du 11 au 13 juin dernier à Kingston, sous l’obédience de la CARICOM, la question de l’exécutif monocéphale et bicéphale était le point d’ombre des discussions. Les acteurs ne sont parvenus à aucun consensus, aucun accord ou d’entente politique. Ce qui allait déboucher sur la signature de la déclaration de Kingston, regroupant les partis politiques et organisations de la société civile hostiles au pouvoir en place comme: Fanmi Lavalas, Accord Montana, UNIR, EDE, la Force Louverturienne Réformiste, En Avant, PHTK, OPL, Nou Pap Domi, Collectif des Partis Politiques du 30 Janvier, MOPOD.
Après ce premier échec, l’organisation régionale avait mandaté, en juillet, une délégation composée de plusieurs personnalités dont 3 anciens Premiers Ministres: celui de la Sainte-Lucie; Kenny Anthony, des Bahamas; Perry Christie et de la Jamaïque; Bruce Golding ainsi que l’Ambassadeur Colin Granderson pour renconter les protagonistes, entamer des discussions afin de parvenir à une solution consensuelle à la crise. Encore une fois, la montagne n’a accouché que d’un souris.
La CARICOM a essuyé un troisième échec consécutif dans sa démarche pour trouver un consensus politique pour une sortie de crise. Quoique les facilitateurs ont changé de stratégie, car ils ont convaincu séparément les deux blocs politiques, la délégation voulait unir les protagonistes autour d’une table 7 septembre afin de trouver un consensus politique répondant à la crise. Cependant, le premier ministre Ariel Henry ne s’est pas présenté à cette rencontre, qui a été reportée au 9 septembre.
Les acteurs se donnent rendez-vous le 12 septembre 2023, pour poursuivre avec ses éternelles discussions à la Nonciature Apostolique. Lors de cette rencontre, le GPE participera cette fois-ci à distance par visioconférence. Toutefois, rien n’est encore dit sur les points qui devraient être à lordre du jour.
Alors que les tergiversations se poursuivent, le pays peine à voir le bout du tunnel face à la crise multidimensionnelle qui s’intensifie quotidiennement. Le gouvernement fait montre de son incapacité à résoudre les problèmes sécuritaires et socio-économiques et la population paie le prix fort. Pendant ce temps, le Conseil de Sécurité de l’ONU se prépare pour le vote qui aura lieu le 15 septembre prochain, en ce qui concerne la venue éventuelle d’une mission de soutien en Haïti.
