Suite à sa troisième rencontre de négociations avec l’Ukraine, la Russie a annoncé lundi soir la mise en place de cessez-le-feu locaux dans plusieurs villes ukrainiennes à partir de 07 h 00 GMT mardi, pour permettre l’évacuation de civils via des couloirs humanitaires.
Dans un communiqué cité par les agences de presse russes, la cellule du ministère russe de la Défense chargée des opérations humanitaires en Ukraine a indiqué que la Fédération de Russie va mettre en place un cessez-le-feu à partir de 07 h 00 GMT le 8 mars, pour l’évacuation des civils en provenance de Kiev, ainsi que des villes de Soumy, Kharkiv, Tcherniguiv et Marioupol.
Lors des négociations sur les couloirs humanitaires, la partie ukrainienne avait vanté « certains résultats positifs » obtenus, mais l’armée russe continuait son offensive et ses bombardements.
La situation humanitaire devient de plus en plus précaire, avec plusieurs villes assiégées où les populations sont déjà en manque d’eau et de nourriture.
C’est dans ce contexte que le secrétaire général adjoint des Nations unies pour les Affaires humanitaires, Martin Griffiths, a déclaré au Conseil de Sécurité des Nations Unies que: « l’ONU a besoin de couloirs sûrs pour fournir de l’aide humanitaire dans les zones d’hostilités ».
Depuis le début de l’invasion de l’Ukraine, qualifiée d’”opération militaire spéciale » par Moscou, le bilan s’élève déjà à 801 blessés et près de 406 civils ont été tués, selon le Haut-Commissariat aux Droits de l’Homme de l’ONU, qui souligne cependant que ses bilans sont probablement très inférieurs à la réalité.
