Depuis l’annonce de la suspension de la contribution des États-Unis à la Force multinationale, faite par le porte-parole de l’Organisation des Nations Unies (ONU) sur les ondes de RFI, des inquiétudes ont rapidement émergé. Cependant, contrairement à ce que l’on croyait, les États-Unis n’ont pas interrompu l’ensemble de leur aide à la Mission Multinationale d’Appui à la Sécurité (MMAS) en Haïti. En réalité, le Secrétaire d’État, Marco RUBIO, a autorisé des dérogations permettant de continuer à fournir des millions de dollars d’assistance essentielle à ladite mission et à la Police Nationale d’Haïti (PNH).
Le Département d’État a approuvé des exemptions permettant un financement de 40,7 millions de dollars pour la PNH et la mission. Ce soutien inclut des contrats logistiques pour les bases d’opérations avancées, un contrat d’entretien des véhicules pour la mission, des services médicaux pour la PNH, ainsi que des services de transport pour la livraison d’équipements fournis par les États-Unis. De plus, des contrats ont été signés pour la mise à disposition d’experts techniques auprès de la PNH.
Plus récemment, les États-Unis ont envoyé des équipements blindés lourds nécessaires à la MMAS et à la PNH.
En revanche, le Secrétaire Général des Nations Unies, Antonio GUTERRES, a annoncé la suspension de l’utilisation des 13,3 millions de dollars restants affectés par les États-Unis au Fonds d’affectation spéciale des Nations Unies. Il est important de noter que ces 13,3 millions de dollars représentent moins de 3 % du montant total investi par les États-Unis pour soutenir la mission.
Toutefois, il convient de préciser que malgré ces aides et l’important investissement financier, aucune avancée significative n’a été observée pour contrer les gangs armés, qui continuent de terroriser la population haïtienne.
